Would hexing the city bytes that dictate whether a civ knows of the city's existence work? Search Saved Game File Format for Test of Time 1.1 for existence to find where these are. I'm sorry but I don't know the equivalent addresses for MGE, but you can likely find them in Merc/Allard's Hexedit doc.
