This is how the stats have been for a long time and you've played in PBEMs with these stats. Dario conquered the world as the axis, showing that it doesn't hinder annexation that badly. Units in this scen have high hitpoints, making fighting more interesting and less units are needed.
Old 2194s undermined infantry, but this version saw a great improvement in infantry. Stalingrad is a good example of infantry being very effective and long lasting. Trust me, if soviet units are hard to kill for you, think about how hard it will be to kill axis units.. Just play on and you will see.
EDIT: And also, having units which are harder to kill forces the player to make important strategic decisions rather than just blasting everything you see, because you are confident of its success. Please Alejandro, play on. 2194 has always proved to be lots of fun
