    Update:
I've finished the US road map, and given the US cities realistic populations (I hope). Every city in the States should be an objective, though I'm not sure if I've made them all such. Wonders will count as objectives, but they'll be spread out (except for DC and NY which will have two wonders each. Maybe Las Vegas (The Strip and Hoover Dam), but it'll be an Obj x1 city, raising its overall score to Obj x3). Haven completed the Canadian or Mexican road maps or done serious work to their cities' populations, but hope to do so soon.

I'll be using a "revitalized industry" tech tree, in which you have to "research" getting the country back onto an industrial war economy from a service economy, but I'm not sure how to put that into practice. I'm thinking of putting "factory" improvements in the cities that in RL have weapons plants right now (there's, oh, only one Abrams factory in the US, IIRC, for example) and have techs you need to research to build future factories (and mfg plants) in the game. Ditto for naval docks and other such things (battleship construction will definitely be a researchable tech.)

Not sure whether to keep the non-AEGIS cruiser unit, or get rid of it, which would leave me with an extra unit slot (oh sweet, sweet empty unit slots! How rare and fleeting you are!)

Here are some of the Wonder icons I've made for the scenario. I've been taking online photos of the places and miniaturizing them (and adjusting them to the Civ II palette), creating pictures not unlike those of the Hi-Res modpack, though my impovements are not unanimously Hi-Res (though I've borrowed a few pics from said modpack). If anyone wants to make more "standard" Civ II icons of these places for me, go ahead. I dunno.

I've got some of the unit placement done, as well as the population count (sort of), though I'm having trouble with the events file. But I think I'll get it to work.

        Some progress notes:
        • I give both Union and Commonwelath Gurrellia Warfare, but when the Union takes a Commonwealth city, there's no insurgents. I think the answer might lie in the fact that the cities were all originally Union, and then "conquered" by the Commonwealth. (The "city was originally owned by you" thing.) Any way to reverse this (so that Union troops have to deal with Commonwealth insurgents- and vice versa) without destroying and re-founding the Commonwealth cities?
        • Gurrellias form when I Canada and the Americans (CNA or USA) capture each others' cities, though.
        • Still haven't worked on re-industrialization tech tree.
        • In the east, the war progresses pretty quickly, but in the west, things slow down due to the longer distances between cities.
        • Submarines currently at movement rate of "3," seems to slow; though other units seem fine (although it makes the planes' ranges unrealistic.)
        • I plan for now for the cities that currently have major arms factories (plane factories, tank factories, shipyards, etc.) to have factories built already, and you have to research some techs to build them (and mfg. plants, or the equivalents thereof). Where would these be, you think, and what do you think of the idea?
        • Airports. How frequent should they be? Only the major hubs or all substantial airports?

And since eye candy is always good, here's a look at the scenario ingame...

That depends on how you want to use them. Having lots of airports would give everyone lots of airlift capabilities, but would over-state the ability to produce veteran air units and rapidly repair damaged units.

If you can sacrafice a terrain type urban terrain would be good. I traveled through that part of the world a few years ago and don't remember seeing much countryside between New York and Washington.

Carl Fritz's Civcity utility can rectify that if memory serves me right.

              Some notes:
              • Yes, I can space a terrain tile or two (there's no Artic or Tundra on the map), so I've inserted an "urban" graphic there. Don't know if I can change the city tile terrain to something different (I know it can't be done in the Civ editor, can a utility change that?), because New York and Los Angeles, and maybe some other cities, could use those tiles (esp. Los Angeles, who at the current fod levels can't reach its RL size.)
              • I currently have NYC as the Commonwealth capital, as it seemed like to logical place to be the capital for a seccessionist NE country. (Logistics, largest and richest city in the area), however, I wonder if it's too close to the border (well, DC is, but) considering moving it to Boston, but not sure. What do you think?
              • Could anyone please provide me with a good isometric graphic of an F-23? Because I would like it?
              • Any alternative "Commonwealth initial stealth" scenario (and in general, not Civ sense) besides "CNA hires mercenaries to fly Berkuts?" (Wait... maybe they're Venezuelan Berkuts (or Su-35/7s)... )

While the Augustas are followed by a state, the Charlestons aren't.

By the way, whenever I have to change a city's terrian, I just edit the rules so I can do it with an engineer in no turns (0) and it'll do it without any major pains in the butts. Before you do that, edit the engineer unit so it's zero shields also, so the city doesn't get a bonus when you disband it later.

I think I've corrected that in the latest version I have, though not in the savegame currently available for download.

                  I might try that.

Well, I now DC and NYC (and LA as well) are now Urban, and there's an urban tile on the diamond between DC and Baltimore. Where else should I place the "urban" terrain?

And, for some eye candy, here's some updated Commonwealth infantry:

Well, I'm using the regular roads as, well, roads, so do modify that graphic would mean, hundreds of miles of subrubs clear across the country. However, since their are no RRs (so to speak) in the game, I could use railroads around the cities to look like suburbs.

Thoug, since I've got an "Urban" tile out now, I might just use that.

it sure seems like there indeed are hundreds of miles of suburbs clear across the country sometimes...

Like in the densely populated, highly urbanized area between Butte, Montana and Spokane, Washington?

A imnor question: how do you do do those accent thingys (as in "Chávez" and "Légion étrangère") so that they can show up in the Civ 2 text properly. It won't be that much of a loss if I can't do them, but I swear I've seen at least one scenario where they're there.

On the mention of the legion, I've got a division's worth of paratroopers on the CNA's side. Yes I know there's only one airborne regiment now, and they usually don't operate in divisions these days, but let's just say that France created two more Foreign Legion airborne regiments by then.

The French Foreign Legion Parachute Regiment is actually a battalion: http://en.wikipedia.org/wiki/2nd_For...chute_Regiment AFAIK, the French Army has an airborne/air mobile brigade though.

Well, I'd call my unit selection thingy "semi-realistic"...

Anyway, I've transformed the unused "Arctic" tile into an Urban tile, and have "urbanized" some area between Philadelphia and NYC. I'm not sure if I'll "urbanize" the City of Brotherly Love or not, though it might help lengthen the campaign.
