Voltar, you are assuming that ALL civs will build SDIs for all of their cities. Yes, it is easy for India, but what about Russia? Lots of cities and not even the technology to build SDI. So what we get here is a civ with SDI in all cities attacking a country, with nukes, without SDI defence. And what about carriers/ships/stacks outside cities? Nobody will want to leave their SDI defended cities, thus making this aforementioned 'conventional warfare' boring and riskless.
However, if you introduce the vulnerability that nukes give, we must take more risks and rely on our diplomatic skills rather than the amount of shields a city has.
