Curt, have you given any thought to making a WW2 scenario based on the just European theater? There seems to be a real need for such a scenario given all the global WW2's we have...
Why not focus on Europe? You've done the world, and i think a treatment either of the European War as a whole or the W. or E Front as Phenix says would be better.

I think a European Axis in Peril would be the most unchartered territory you will find. Make it playable as the Axis, but with an option for the much easier Russians or Allies. Since the game map will feature just the continent the AI will have an easier time of making war. Also you can focus on more unique units and new features with just a limited number of civs.
I think the scenario would be fun since your back would be against the wall. It would make me come back again and again.

I like the late 1942 scenario idea. You can set everything up and give the Axis player a real run for his money....
Well, to be truthful, I have a totally new global WW2 scenario that has been developed for 1940-41 in mind.
As well as techs, I have the cities replaced from scratch, and the new version features China and Australia as full civs.
I guess there is nothing to stop me doing a global scenario, and an in-depth 'Axis in Peril' Euro scenario too!
The playable aspects of the soviets and other enemies dog-piling the 3rd Reich as time goes on...This sounds good!
It could be a scenario that charts the woes of the German war machine, or survival if you can
pull off a master-campaign! Most likely you will be steam-rollered by angry Allies and Soviets!
It would be fun to find out if you can hold off the twilight of the gods!

I wonder if he would be interested in dusting off this project, if we could convert it to ToT?

What would also be interesting for a June-November 1942 start date, would be the implementation of hard choices for the Axis player:
1) Strategic Resources - make certain areas very valuable in order to run Germany's war machine - it will be imperative for Germany to secure the oil fields in Romania and Russia and the Middle East.
2) Tech Research - this could include researching synthetic oil and better weapons.
3) Military Trade-offs - does Germany produce in mass quantities the cheaper and weaker armor (such as the Pz IV and StuGs) or does it try to crank out the more expensive Tigers and Panthers (and have fewer in number)....
And of course, the Axis will be hard-pressed everywhere: in the Middle East; Russia; the Atlantic....
The on-slaught on the Third Reich should be unrelenting as the Axis player must contend with one crisis after another...

So what could be the final goal for the 3rd Reich in this scenario?
Survival? As total victory seems a long way off. Playing
until the Allies give in or the Russians press for a cease
fire seems like a good goal...If the player can make it to
summer 1946 with their main capitals intact, then that
could be declared a result?

I'm wondering if the scenario should be playable as the Axis only.
This way, you can setup the scenario under similar conditions that faced the Axis in the real war in mid-to late-1942 (and not have to worry about balancing it for multiple civs):
The beginning of Stalingrad; the war of attrition in North Africa; the on-going battle in the Atlantic U-boat War; the beginnings of the Allied strategic bombing in Europe; facing the inevitable Allied invasions of North Africa, Italy and France...
The player must balance his resources and military production.
What should be build and research?
Should he build panzers and send them to Paulus' 6th Army so he can take Stalingrad, or to Rommel so he can drive to Cairo?
Or should the player build U-boats and try to win the Battle of the Atlantic and hopefully forestall an early invasion of Europe.
It would also be great if important strategic resources were placed on the map as they were historically, thus giving the Axis player the incentive to invade and capture those regions for increased output....
Plus, tech research to obtain synthetic materials and increase manufacturing output.... as well as get military tech breakthroughs...
I would agree with starting even in winter 1941/2 - IF
* the Axis player has the choice where to commit his main thrust, i.e. the North, Centre, South wing of the Eastern Front;
* the Axis palyer facing the choice of not supporting the main thrust in Russia that much but supporting the fighting in the Med/North Africa as well;
* (starting in November 1942) the Axis player actively seeking a decision in the East - i.e. facing Allied "threats" in 1942/3 in Western Europe with less attention and battling the USSR with all forces left.
Then it could/would work. Otherwise, I would concur with BillyBud.
