I found the problem, though I haven't found a proper solution yet. Here's a fix, though: When you've downloaded a zip, add ".gz" to the end of the filename (after the ".zip"). It should work fine then. The actual zip file will be inside the gzip file. WinZip opens gzip files too.

It seems like the server automatically gzips everything.

Edit: It seems to only affect IE. The files download just fine with Opera and Firefox.

        Thanks.

Or were you gonna tell me my site was dead? (considering it's also listed on that site, with an old URL)

Dustin Dunn's site used to be in my Civ2 bookmarks until very recently too. I don't think Civ3 or Civ4 will ever match that number of fan sites... Then again, the age of the "homepage" seems to be over altogether.

Naw, I recently tried to download some of the map editing utilities and became frustrated because I was unable to unzip them. I wouldn't have noticed if there were some people here who are more ready to draw maps though

Right on! LOTR 4.1 now downloads just fine.

There actually isn't much difference between 4.0 and 4.1 : one new popup in events, a few changed unit icons and terrain squares, minor tweaks to unit parameters and the diplo unit has been replaced by a really useless catapult. Overall, the scen is probably slightly more difficult.

@AGRICOLA, why don't you review LOTR for the SL site?

                      QUESTION FOR DESIGNERS

What are your suggestions for appropriate victory conditions in Lord of the Rings 4.1? The present conditions are meaningless in that Gondor cannot achieve any type of victory.

                      The conditions are as follows:
Gondor Decisive Victory - 118 Objectives
Gondor Marginal Victory - 93 Objectives
Gondor Marginal Defeat - 41 Objectives
Gondor Decisive Victory - 30 Objectives

The following are the objectives held by each civ at the start:
                      PROTAGONISTS
                      Gondor - 20
                      Elves - 6
                      Rohan - 4
                      QUESTIONABLE STATUS
                      Isengarders - 2
                      MONSTERS
                      Mordor - 20
                      Rhun - 9
                      Harad - 7

                      TOTAL OBJECTIVES - 68

                      Note:
Elves and Rohan are allied to Gondor.
                      Isengarders likely will become hostile.
Rohan cities will probably be taken by Isengarders and, subsequently, can be captured by Gondor.
Elven cities will probably not be captured by any enemy.
                      Consequently, for Gondor, the objectives available for capture are 4 + 2 + 20 + 9 + 7 = 42

I agree with you that the whole point of the scen is to get the ring to the volcano; anything beyond that is outside the scope of the books. Yet, unless it was an oversight. Harlan has given the scen the objectives flag and included the various levels of success.

What I was wondering about is what designers customarily use as thresholds for defining the various levels of success, in terms of the % of objectives held at the end.

I take it you're playing it with MGE?

The scenario was designed for FW, which means a less aggressive AI, and 3x objectives.

Did you really read the readme?

If you convert the scenario to ToT, then use the 'DestroyACivilization' event on Mordor, a decisive and immediate victory can be obtained.
