    On D+ levels AI bribes cities. It is one of his strategies. Not very often, but sometimes does. And not after your subverting - on Deity+250 level its unlikely, that you subvert its cities very early

      It seems to happen a lot in ToT. It's to the point where I seldom go conquering unless in Democracy, and if I happen to be in Communism/Fundy, I make damn sure to stack my units in fortresses, not cities. Until the AIs run out of money, anyway.

      That's one thing I've always wondered - why the game doesn't say what the AI spent to bribe my city or unit. Then again, that's probably because the AI doesn't actually have to spend anything...

        from my observations - which match many of the observations above

        AI bribing (in any meaningful frequenbcy) starts at emperor level.

        Any AI unit can bribe units but only AI diplomatic units can conduct spy activities on human cities.

        I don't think the AI's cash level is relevant.

          I've found that AI with lots of cash bribe cities and units. Cash poor AI's don't.

            AI can also bribe your capital, unless you are in Democracy.

              In ToT the AI requires cash to bribe cities. I tested this systematically in a scenario of mine. There's a recent thread about bribing cities over at CFC.
