But I don't understand - what problems did you have with flying spies? It is only a matter of changing one digit in rules.txt...

In ToT, making units immune to bribes is the way to go.

The foe could be given the democracy government, but even that opens up a new ball game...
In that, the AI tends to bribe and ignore democracy at times...
(emperor skill level bug)
The AI enemy would also have to be given a slew of wonders and improvements
to maintain a valid war effort without a plethora of civil disorder pop-ups...
No easy answers!
