    Hmm, speaking of the original ww2.scn

    I added diplomacy events, meaning no diplomacy between some civs. It made the Axis never stop fighting the French, which IMHO was an improvement. I also updated the graphics. Lost it all in my computer crash though. But hey, it's not hard to redo it.

      Great discussion, guys! (and girl! )

      The best approach to neutrals I've seen is Curt's in Dictator 5. He's divided them into 2 groups, one represented by a civ, the other by the barbarians. The neutral civ can be negotiated with and attacked. It's used for Vichy France and so forth. The neutral barbarians are hex edited into an alliance with everyone, so they can't be attacked at all, not even by the AI. They're used for Sweden, Turkey and so on.

        Vichy France is tricky. I don't think that you can count on a civil war once Paris is captured. France is unlikely to be big enough to qualify for a civil war and the division of cities and their attitude to other civs is difficult to predict. So getting a Free France and a Vichy France with the right alliances and in the right places would be virtually impossible.

        If you use ToT, it's possible to use the talkermask event to keep France from negotiating with other civs. Use the fall of Paris (or a group of cities) to trigger a Negotiator event, enabling France to talk to other civs. This will allow it to make peace with Germany and break it's alliance with Britain.

          But then again, why would the player stop at Paris? If I was playing Germany, or if the AI was for that matter, the I (and the AI) would probably annex the rest of France as well. If you start in 1939, the best would probably be to have Vichy France in the neutral slot from begin with. Or as I've already pointed out, start after the fall of France.

            The thing about the Vichy is not the remainder of european france but the Navy and French territories in Africa and the Far East.

            there were many geo-political positives for the Axis in signing an armistice.

            Indochina in all but name went to Japan and Madagascar might have fallen into Axis hands had the British not invaded

            The ability to put Axis assets in Syria was a porblem too and the Allies had to invade syria and lebanon as well.

            And there was the huge french fleet at Mers El Kébir and also a smaller naval force in Alexandria.

            The whole point in a simualtion is to make it crucial for Germany to take paris and the atlantic seaboard but make it worthwhile to make peace after this because of a huge set of french assets abroad which could be neutralized by an armistice.

              France's empire was second only to Britain's and it had one of the world's largest fleets. Detaching these resources from the British side was important for Germany.
