The Altera Centauri collection has been brought up to date by Darsnan. It comprises every decent scenario he's been able to find anywhere on the web, going back over 20 years.

Well, you can use the map editor the edit the map, and you have to use the cheat menu to create the scenario.
Start a game on that map (as a White civ!), open the cheat menu, place units, cities (by making settlers and letting them build) etc. etc. all during that first turn. Then save the game as a scenario.... That's the short version of it anyway.
Mark major terrain features firs, then soften. You might want to make all those off-state mountains ocean rather (easily done with MapEdit, check Mercator's sig) (NM, I saw the second one).
Also, when you start a new game with those maps, you get icecaps. I'm not sure if this can be avoided, exept for starting on a custom map of the appropiate size and then switching the map of the save...
As for filling the map in, you might want to first fill all land with a more conspicuous terrain (like arctic) and draw a grid on with, say, swamp. Then get a paper map, and either draw (if you can) or overlay (tracing paper works good for this) a grid on top (you can also use meridiand and parallels, but the map will end up a bit deformed (then again, in such small an area it won't be noticeable).
BTW, choose what grid you will use before drawing it on the map, of course.

Ah yes, okay... Well, the main thing left to do is add the terrain... The way I do it is I start with the mountains/hills, then add rivers and then the other terrain. However, I tend to create my maps from digital sources with rivers and elevation data, so I can fairly easily add the mountains, hills and rivers.

Only with round maps, so be sure to use Custom rules (um, what's that menu called again) and check the flat map option.
Perhaps you might want to add a bit more diversity, like a couple of lonely hills here and there (maybe where the basins of two rivers meet), or some clearings in the forest.
Perhaps also some more grass in the plains (especially along rivers) and plains in the grass
Always remember that terrain tends to have some variation, and when playing a scenario, the player will rather face a bit of variation rather than vast expanses of a certain terrain type divided from the next by a hard edge.
