        Sorry Brian, but I spent yesterday trying to sort out the mysteries of spawning units in hostile cities. Never even looked at my inbox. Doing your save now.

            Just it's move rate (zero). It can already be done with old civ2 rules, but they affect ZOCs still. The only way around it I know is to set a civ aside for terrain and ally that civ with everyone. Using barbs would free up that civ slot.
