No problem, I will tinker with it more to see what happens.
If you can help, it would be of massive help...

    PS
'Doctor Who' is the prime slice of British cheesy Sci-Fi...
    Alongside 'Blake's Seven' of course!

What the hell? That savegame you attached already has fortresses all over... In fact, it would have, because that error only occurred after CivStack had written all the fortress data in your case.

CivStack does not make a backup, but simply overwrites the original savegame. So while you thought something had gone wrong, that error message actually didn't make a difference, leaving you with a map full of fortresses.

CivStack, however, only adds fortresses, it doesn't remove any. So when you used my new version of CivStack on that savegame, nothing changed, because there already were fortresses all over the map.

In short, the fact that you get fortresses on the ocean is not a CivStack bug, but an oversight on your end...
If you didn't make a backup of your savegame before running CivStack the first time around, you will have to use my "unofficial" CivEngineer utility to remove those fortresses from the ocean squares.

PS Doesn't Red Dwarf belong in there too?

        By jove!

I think you are right, I must have been backing up from a
save that indeed have forts all over the place! Because
now the stacked terrain works fine and the sea is OK!

        Good work, Merc.

What would we do without yer, eh?

        PS
Red Dwarf was a good laugh, but became a bit crap.

(Though, so did Doctor Who and Blakes-7!)

I don't know. Wither away and die?

Yeah... That happens with most TV series, they drag on too long...
