    I'm pretty sure the answer is not, but is there any way to remove the road movement effect of rivers?

    Put the river graphic into one of the forest, hills or mountains slots and use it instead. Otherwise, not.

                  That will still mean an increase in movement capabilities for units in many terrain types though...
