I think that you need to leave the @ROMANS name alone for it to work, otherwise the game will default to the main directory. Renaming the civ at the top of each list might be confusing the program.

The titles, "@FINNS" and "@ESTONIANS" etc. must exactly match the names you gave your civs in the rules.txt...

Merc may be right. I had special names for Gold Gulch, and they worked without changing the title names, but then again I didn't change the rules.txt names either.

I don't know why, but the finns do work now... But not the other nations... Is there a limitation of citynames?

I tried using the original CITY.TXT and only replaced the first 6 city name sets in it with your 6 sets of city names. For simplicity, I kept the vanilla civ names. It worked perfectly. The capital of the Romans is Helsinki.

Excerpts from the Manual of the Civilization Fanatic :

Money can buy happiness, just raise the luxury rate to 50%.
Money is not the root of all evil, it is the root of great empires.

After deleting the city.txt and replacing the first 6 sets now not even the finns do work...

What can be wrong... Thats so strange,

              First try: Nothing works
Then by replacing the original civs thought to be the ones in the scenario only the finns worked.

And now again nothing works... Hrmpf... This thing could be so much fun playing, but it just looks stupid when the capital of the estonians is babylon...

What does the @LEADERS section of your rules.txt look like? And what do the civ names look like when you open the scenario in CivTweak?

This thing could be so much fun playing, but it just looks stupid when the capital of the estonians is babylon...
Um, haven't you just solved your own problem?
If the Estonians get Babylon, that means they're using the @BABYLONIANS list of cities (or whichever one got Babylon as the first entry). Simply stick your Estonian cities under the @BABYLONIANS heading and it should work. Repeat this for all other civs and you're done.

And yes, there is a limit to the amount of names, but you haven't reached it, and it wouldn't give you this problem either.

Thank you very much! It worked that way!

No I'm glad, I can play as the finns and attack evil norwegians because they keep marching on my lands!
