City styles - need help!

Sometimes when I'm about to create a scenario this odd thing occurs. Whatever civ I choose to play always gets the city style in the first row in cities.gif/bmp. Yesterday I worked on my scen, and I started to play a turn in my playtest, and all this event happened.
I mean, Elven city style for Rohan? C'mon!

Anyone knows how to prevent this or what is causing it?

That's a problem I haven't heard in a while... I can't really remember anymore what causes it, but I think Gothmog's CivTweak can fix it.
