No you don't Heresson - you can use the 2-d units in units.bmp as with MGE. You now have taller unit slots (I love those!), 15-bit colour and 81 unit slots to play with.

May I suggest something for those who want to try a ToT scenario? Take one that you've done for MGE and convert it using the CivConverter. This is a bit involved but once you've got the hang of it, it works well. Catfish is the resident expert on this; I've forgotten how it's done.
Once that's done, you can start modifying it to take advantage of the feature of Test of Time. You'll need a graphics program like PaintShop Pro, but that's all. Nearly everything else can be done in Notepad.
The place to start is adding units - there are 18 new slots. Use the graphics program to add them. All units must be realligned to face to the right - while playing, ToT units flip from left to right depending on which direction they're moved and this prevents them from seeming to march backward.
Then go to the Rules text file, and fill in the specs for the new units in the @UNITS section. Now go to the first @Terrain section (ignore the other 3 - they're for multi-map scenarios). Decide which terrain you want to make impassible. At the end of the line for each type of terrain, there is a 'yes' or 'no'. 'Yes' means that type of terrain will be impassible. I like to make mountains impassible, and sometimes swamp.
Moving into more unfamiliar territory, go to the @UNITS_ADVANCED section. To give a specific unit the abilty to enter impassible terrain go to the G column, General flags. On the line for the unit you want to make all terrain change the 5th slot (counting from the right) to a '1', as follows: 00010000 .
In 'G' column, you'll also be able to mess with invisibility (00000001) and other things.

Here is that Catfish tutorial for all you fellows,
you'll need Angelo Scotto's CIV-CONVERTOR.
Assume I've extracted CivConverter into c:\unzipped\civconverter\ and the scenario into c:\unzipped\scenario\
Method 1:
a) Start Menu -> Programs -> Accessories -> Command Prompt
b) To change directory: cd c:\unzipped\civconverter
c) To convert: civconverter c:\unzipped\scenario\scenario.scn
Method 2:
a) Start Menu -> Run... (or Windows key + R)
b) To convert: c:\unzipped\civconverter\civconverter c:\unzipped\scenario\scenario.scn
Method 3:
a) Get Microsoft's PowerToys for Windows XP. It contains various unofficial enhancements for XP,
one of which adds the Command Prompt to the menu when you right-click a directory (folder).
The prompt will automatically start in that directory.
b) Right-click the c:\unzipped\civconverter folder.
c) Select Open Command Window Here.
d) To convert: civconverter c:\unzipped\scenario\scenario.scn
I merely put this into the 'Run' command on my start menu...
c:\CIV2\converter\civconverter c:\CIV2\converter\DICTATOR\D3.scn
Use your own file system and folder setup in place of mine for your own conversions!

Also, if we want more scenarios, we should make a big effort to convert some classics!
