And Athens at that time was the largest city in Greece but not that large. It had a pop of 250.000 and thessalonica had 160.000. Ideally athens should be a 4, thessalonica a 3 and Heraklion a 1.
Moreover thessalonica was a MAJOR balkan trade centre, practically the most prized city in the balkan chersonese. Put in trade routes with Constantinople and other Turkish cities.
Same goes for Izmir.
And why is iraklion not Greek dude? It was unified with the motherland in 1907.
and a last thing: Don't know what your hapiness improvements will be BUT if you happen to have a mosque as one be sure to add one n thessalonica. Also if there is such a thing as a christian temple add one in izmir, constantinople and trapezous. Just a thought.
Now that i mentioned it i think that the ottoman style should be more distinct-more arabic and islamic looking. Just my opinion here.

BTw i think you could do without Copenhagen and Heraklion(iraklion).
oh and IMHO athens should have barracks while most Ottoman cities shouldn't. It so happened that the turkish army was not that well trained while the Greek army certainly was. I just thought that you could represent the quality inferiority of the ottomans by that.
And CERTAINLY add marketplace and perhaps bank improvements in thessalonica-as said it was a MAJOR trade centre.Oh and add harbor improvements in the greek cities.
