Sorry, problems with the Apolyton server.
Despotism - Monarchy - Republic - Democracy -
Fundamentalism, if in war or Communism to get veteran spies - again Democracy.
I go to Monarchy as soon as possible. In most of my games, I
try to get the Hangin Gardens. Next great goal: Monotheism (Michelangelo's). Then I switch to republic (more growth, science and income). After that, I got to Democracy (Statue of Liberty) and Theology (Bach's Cathedral).
Having railroads and the needed sciences, I built
Women's Suffrage, UN and (very important!) Cure for Cancer.
With Michelangelo's, Bachs and CFC, most of my cities will celebrate. I've the same income as under a representative government (Rep, Demo), an temples and coliseums will cost no upkeep under Fundy, they bring me money (tithes!).
With the money I get I bribe enemy cities. First target:
Cities with wonders in it.
I know, science is slow, but I had games where I made
1 tech per turn under Fundy (scientists, trade, libraries,
superhighways etc).
If I must fight a superior civ that has a democratic government, I switch to communism and build tons of spies.
The spies steal techs and (more important) poison
the water supply of enemy cities until they are at size 1.
Now they are easier to conquer for they can't support a lot of troops. In most cases they switch back to Rep or Fundy.

Despotismo - Monarquia - Republica - Democracia -
