Ok, I will go ahead and set-up a bitboss game through gamespy - I've never done it before, so bare with me.

It looks like I actually set the game up. This is a Warlords game since I don't know how to setup a Civ4 vanilla pitboss game.
Since no one stated what civ they wanted, I left them all as random and the game ended up choosing for me. They are:
Victoria - England - Josgalo
Hatshepsut - Egypt - Makahlua
Gandhi - India - Snoopy
Montezuma - Aztec - Wittlich
Cyrus - Persia - Beta
Huayna Capac - Inca - Hercules
The civ choices is first-come, first served. I will wait and be the last to choose.

Yes - that is the "count-down" clock. Everyone has 24 hours to play their turn. At the end of 24 hours the turns that remain to be played are "forced" - so it is wise to have something in your build queues just in case you happen to miss a turn.
