I think that the following options probably are the least exploitative without harming the game overmuch:
IF YOU ARE DECLARING WAR, EITHER:
1. Do not end the turn timer manually but let it run out.
2. Wait until your opponent either moved or 12hr have passed in the new turn timer to make your second move.
This includes if you're not the last player btw - imagine if I declared a war and then ended my turn, and then by prearranged agreement Wittlich ended his turn moments later.
If you're in a war, there would be no restrictions, as anyone concerned with a double move simply would not end the turn timer.
There are still huge problems with the timing of the end of the turn timer, but I don't think you can really get around that without putting undue and/or unfair burdens on one or both players.<Reverend> IRC is just multiplayer notepad.

You have some good points Snoopy. There really isn't an easy way to address the double move exploit.
I agree with your suggestions concerning starting war and the double move.
Bottom line is... we are a community here, and a mature one at that. The overall rule (although somewhat unenforceable) is just don't use the exploit on purpose.

Pinchak, can you check to make sure the game is up? I don't see it on Gamespy right now, but your Civstats seems to think it is up. Could be just a netsplit, but not sure.<Reverend> IRC is just multiplayer notepad.

My computer totally froze a few minutes after you played your turn on this most recent turnflip. The most recent save I could use was the 375BC autosave. Your turn was lost.
Please replay your turn asap. To maintain the integraty of the game, I will wait to play my turn until after you replay yours.
