As you know I have recently become Emperor of Rome. Before than I traveled widely across the world, seeing much and pondering the way the world is changing.
During that time I learnt about the power of the atom, which scientists in a number of countries in this world have already started to explore. From them I have learnt that those scientists themselves fear that their atomic research may be turned into atomic weapons. Nothing of the sort has yet been created by anyone, and they are still many years away, however, the threat such weapons could pose is huge.
Fellow leaders. Rome is not known for cowardice. We fear no enemy. However, I have become convinced in my own mind that the existence of such weapons are a threat to us, powerful, stable, civilized nations and are a friend of the despots. Our generals will of course try to convince us that if only we developed such weapons, then we could harness their power. For a time maybe this would be true. Each of us might think that we could harness the power of the atom first, and obtain a good supply of uranium, and use it for our benefit. Maybe for a time we would stop proliferation of the technology or the uranium. But the way of this world is that this would only last a short time. Once these weapons exist, soon enough they will spread to unstable, despotic, failing leaders, who will be able to hold us all to ransom. Being cold to the destruction of their own people, they will threaten us with great destruction if we do not give in to their demands. Currently we can laugh at the ambitions of such rogue states and terror organizations, but once they are armed with atomic weapons, we will all be faced with impossible choices bringing destruction whichever way we turn. A MAD future but a true future.
There is another way. I understand from the scientists I have spoken to, that the process of any nation developing an atomic bomb would be very complicated. Apparently, in honour of some small unimportant fishing village, it is known to scientists as the Manhatten Project. The starting of such a project would be widely know within the scientific community and hence to us. Without such a project peaceful use of atomic research can continue, but not the military use.
Therefore I suggest that together we make the Rutherford declaration (the name is in honour of my tutor in such matters) that despite all our differences now and in the future we will not undertake such a Manhatten Project and that we will take all necessary action to stop any other nation doing so.
Great leaders, I urge you to think carefully before rejecting the Rutherford declaration. We each think that we might be able to use atomic weapons to our benefit, but how sure are we that they will not end up greatly to our detriment? Why take the risk? Let us act now, before any of us feel we have invested in a particular strategy regarding atom weapons, and remove the risk of this great destructive power being in the hands of rogue states. Once the weapons are created it will be too late.

(You may recognise this. I raised this issue several years ago. Then some felt that I was raising an issue still over the horizon. Even if that were true then, it is not now. This Manhattan project is within the grasp of several nations now. If we are to save the world from this horror, we must act now. Then the Khmer responded pointing out the dangers of surprise attack by such weapons. This only adds to the case made here.)
Khmer and Portugal will have nuclear weapons relatively soon (subject to Manhattens construction). An international rule on first strike is also necessary as mooted by Khmer ages ago and only picked up by Marcus as a point to be discussed. The danger of planetery implosion (ooc and major quitting) is imminent as a current strategic course of action being planned by the Khmer Defence Ministry is a massive nuclear first strike.
Please listen to Marcus as I don't want my defence minister becoming too influential in world affairs. He is currently under investigation for corrupt trade dealings with Sparta and Rome but these are purely speculative as he is a good man I believe.

I understand you wish the AET to continue but I implore you to consider that in 50 periods or so the bulk of nations may be able to protect themselves by adopting a worldwide emancipation policy.
Khmer will stand by any Meduian nation adopting emancipation. Khmer advisors in the HRE govenment have suggested to Frederick that such a course is most advantageous to the HRE as they have few farms and many cottages/trowns.
Can we work together and develop a plan for the world?
It is clear from my experiences in maya that emancipation leads to a much stronger nation and a much stronger form of Democracy.
I, Suryavarman 3, am prepared to join the AET to work closely with you to achieve a dialog in such said matters.

You ask us to remove our armies from our borders and yet you keep on bringing in more units of your own to Xristo City. I am sorry but this one way request stops today. We stop today to try and make things right, everytime your response to our gestures has been negative.
We do not trust you and find it necessary to know what is going on in your country. Change your negative policy towards Portugal and act for once friendly and we will consider reducing our intel on you. Knowing what is going on in your country brings us security and you more than ones have proven that you wish us not well.
Let us not forget hat we only follow Khmer's age old policy of gathering intel on others so we can understand them. It is not Portugal's problem that your intel infrastructure is so ill developed.
To all other nations: Portugal is more than happy to post or share with you any private information on the Khmerian cities and their production. Our foreign office now has access to all kind of information. This is the only way that we can check their real intentions.
P.S all nations. Because Khmer already has started to speak of a nuclear firsts strike, I will instruct the foreign office here at home to follow closely their research and watch if that so called manhattan project starts construction in one of their cities. I will immediately share my findings with you all, so we all can together decide what should be done.

We continue to hear terrible stories of Japanese atrocities in the West. Of refugees flooding across the Roman borders looking for aid and succour in their hour of need.
Troubles to are looming upon the Eastern horizon as well. Massive Khmer mobilisation and talk of weopons of mass destruction being constructed in their arsenals. Can these appalling things be true? Is Suryavarman so harsh a creature as to unleash such devices upon the World? He would have me believe that this is nothing but a tissue of Portuguese lies. I believe it not for Xristo is Russia's staunch friend and noble ally who has aided us so greatly in recovery from the traumas the previous regime had caused us. No fee has been asked for all of your great nation's help toward us and all Russia thanks you.
Even to the South rumours abound of a Maya who apparently are going to be the very first nation in history to suffer a calamitous defeat yet emerge many times larger than before! How this can be is a mystery indeed but it does seem to have happened. What of the incidious Spartans and their ploys and plots to rule the World by proxy? Russia has heard little but would be grateful for any knowledge in this area.

Emperor Yoshiro read the sories many stories that came out of Russia. Their leader seems to be misinformed about Japans activities. They continue to proclaim that Piercians have been flooding over the border to Rome yet since Japanen Ministers have been working on the intergration of the Piercians, mostly all refugees have returned back to their homes. All the citizens have been treated very well and no one has yet to complain.
The Emperor thought to himself and began to laugh. Russia is nothing but a propaganda machine that cannot be trusted. They betray their so called friends who say others have no honor yet fail to look at themselves. What will come next from this President who seems to like making up stories instead paying more attention to his own nation.

The World stands idle while women and children starve as their husbands and fathers are murdered by the brute force of Japan's illegal occupation of Persia.
Russia demands that Persian self-government is restored immediately. I am sure that I have the backing of my friends and allies in Pax Romana that our former member's people be treated with the dignity and respect they deserve. Russia will impose full sanctions, trade and freedom of movement, unless these conditions are met immediately.
On a lighter note, may I thank Queen Penelope for the honouring of a bargain never brokered by Spain. It grieves Russia that another should suffer for the deceits of the double-dealing Japanese. I trust the land Russia has granted you as some form of recompence is suited to you. Please note that there are barbarians lurking so we have left our garrison in situ to protect you.
My Mayan friends, I believe you are obligated under past agreements to hand over the fair city of Mayaz. It is small but poor Russia is needful of all land that she can get for her people. I think the Foreign Office misunderstood your original commuique which came with pre-conditions never negotiated. A rapid response is expected.

Sadly, Russia has been today been forced to embark upon that most unwelcome road - the road to war! Please do not believe this to be a war motivated by greed or spite. Russia asks nothing for herself but her love of Piercia and her people cannot any longer await the rest of the world to come to it's senses and stop the brutal repression under which they are now having to live. Even my dear friends in Pax Romana are deaf to my words. Xristo of Portugal who I had placed so much faith in for his humanity and care for human suffering has done nought to stop these outrages. Sparta I had no hope of, for Japan is but their poodle that will stand or sit by it's master's command. The Foreign office even have produced documentary evidence showing active Spartan aid in these terrible crimes.
Maya, I understand, is still recovering from their dose of Spartan 'justice by the gun barrel' but are you content to see an entire nation enslaved? Distant though you may be, Suryavarman but can you not at least lend me your moral support? Spain, are you too unmoved by the atrocities being perpetrated against innocent human-beings? Metalheads, again I know you distant, but not a single word of condemnation of these crimes?
Other nations, HRE, England, Celtia and America, are you also blind to these evil acts conducted in a supposed 'age of enlightenment'? Remember that Sparta sends her puppy to play only with the smallest kittens! You, any of you, could be her next plaything! Perhaps you may even find, as did the Maya when they were so cruelly attacked without provocation or just pretext, just what it is like to be bitten by the hound dog from hell herself?
Sadly, therefore, I have had to order the 7th and 13th Armies led by General Kiril Meretsokov to liberate mainlaind Piercia. They entered enemy territory at 06:30 DST and the 7th Army advanced to liberate the City of Mino. Reports are that Russian casualties were light and the enemy routed. Citizens were dancing in the streets and brought forth what little food and wine they had to share with the brave young men sent to save them. The 13th Army advanced unhindered southward and is poised to clear our second pathway to victory on the morrow.
Russia is a peaceful and peace-loving nation but when the World would foraske those most desperately in need she will spare no effort. In the biggest single military enterprise ever undertaken by Russia she has armed, equipped and trained every able-bodied man over 21 years of age, save those in essential occupations, sacrificing everything for her crusade in the cause of justice.
Be ashamed you mighty nations of the World that you leave only Russia, weak and poverty ridden herself, to aid those in diremost need!

I shall answer your query, I hope query not accusation, regarding the use of the Roman transcontinental railway network. You, from your own lips, gave Russia tacit approval to use the railway freely as we would as likewise the Wyandot as members of Pax Romana. I was a signatory at that very meeting and recall no stipulation or exclusion clause prohibiting the transport of troops on a foreign aid mission! Neither did the Wyandot specifically bar our desembarking onto their lands to hasten the provision of aid to the suffering multitudes of Persia. Still less did Portugal refuse safe passage of our transport vessels upon route to the North coast to land those troops.
I am shocked and appalled, as is all Russia, that you once so fond of the beauteous Princess of Piercia - betrothed I believe - should sit back and watch murderers run rampage over our once beloved allies's lands! You, along with the rest of the World, watch as a nation is eaten alive and do nothing! You claim lies against you when all that passed along you railway line were General Meretsokov, who suffers greatly from mal de mer, his general staff, advance units of the 13th Army and it's artillary support plus a few sundry others needing to rejoin their units at the front. Hardly launching an invasion I think!
Merely because Russia was brave enough to act whilst the mighty sit back and do nothing you accuse us of launching war from your territory 'contrary to our agreements'! Where are these agreements? How has Russia acted 'contrary to the spirit of the Pax Romana'?
Surely you should be congratulating your friend upon the bravery of her fine young men seeking to liberate our friends from bondage! Our sons and brothers fight and die for freedom and you rebuke us for, perhaps, a minor transgression of an unwritten rule.

Crusade for Freedom!

Glorious news indeed has been received for the mighty City of Azia Has fallen to the 13th Army! The enemy fled soon before us and Russian casualties were few indeed. Sorrowful be the Wives and Mothers of those brave young men as they are, but still they rejoice in the knowledge that their deaths were in a noble cause. General Meretsokov, has established his temporary HQ in Azia knowing now that the route is clear for the 13th Army to Tokyo and the 7th to Osaka. Sadly, initial reports of the battle at Mino proved incorrect and the 7th Army had to hold their position this round for R&R. But see how the Russian Army has marched the former torturers and oppressors of Mino through it's very streets to show the citizens that they are once again safe from persecution.
In the largest ever land operation ever undertaken by a single nation Russia is proving to the weak and oppressed that they can look tyranny in the eye and throw sand in it's face! Our cause is just and conscience clear. Even the vermin captured at Mino have been given food and shelter, better indeed than they enjoyed before, and shall be repatriated unharmed following a total Japanese surrender of all lands and territories that once formed part of the Piercian nation, plus fair reparations for the costs incurred by Russia, and the Gold needed to re-build Piercia as a once again great nation!

Unrest around the Japanese city of Alcetas
The Japanese city of Alcetas was positioned in between Spartan territory.
For many centuries Japanese and Spartan people had lived side by side as friends.
Recently tension has increased between both peoples.
Sparta citizen accused the Japanese of being dishonest liars.
And people who travelled from Pharsalos to Pergamos, through Japanese territory, faced yelling Japanese kids and Japanese teenagers who throwed rocks at them.
When the workers of Sparta built a railroad system through Japanese territory, to connect the North Pharsalos area with the rest of Sparta, they were being insulted, despite the fact that the Japanese government had agreed with the creation of this railroad.
More and more Spartans developed anti-Japanese feelings.
Protestors in Pharsalos and Pergamos, and even in Sparta and Athens filled the streets, carrying anti-Japanese messages and mocking their old-friends with masks.
Orestes grew tired of this anti-Japanese sentiment.
He considered the Japanese ancient old friends.
"Why are my people suddenly growing such a hate against our neighbours?
What do they think? Do they really think that I'll take back what my great predecessor Alcetas has given to Japan?"
Then Orestes planned to visit the area.
"I'll address both the people of Alcetas and the people of Pharsalos and Pergamos, while standing on the border! I'll teach them about history and the values of friendship" Orestes said. "There is no chance in all eternity that we'll declare war on Japan!" he continued.
Then the old king started his journey to the Japanese border.
