We want no land in new sparta we only want what is rightfully ours. We will defend our lands from greedy nations like yours and your other friends. If anyone tries to settle Ansuji we will declare never ending war. There will NEVER be peace and by the time this is over every nation responisible will suffer greatly. Just because we are a small nation don't think you can simply take what you want. If you wish to come to my island then I suggest you send an army to Japan herself because as long as 1 city stands I will kill you.

    • TO Khmer.

*Khmer/Portugal/Maya set up the Trilateral New World Management Committee

Portugal will not sign the Trilateral New World Management Committee until Maya have fixed what they have done. They declared war on us! Have proven untrustworthy, Khmer how can you invite a nation which can’t be trusted? Just go back to their private letter that I posted some time ago and read how nice and friendly they were towards us. And now look at them. Do not buy into their sweet talk.

      * Maya/Khmer gift 3 settlers to Portugal for Portugal to establish three cities and gift one city to Maya based on map agreement (mechanics of Carrack movements need to be worked out to get settlers gifted and transported)

Portugal will not gift any cities to Maya, killers and destroyers of all Portuguese

      * Portugal not gift Carracks to Rome

      This we agree.

      * Russia provides an alternate route for Portuguese settlers to the new world

      This we agree

      * Portugal cancel all deals with Rome subject to Percian peace proposals and agreements

Portugal has been neutral in this conflict, due to recent advances in Piercians and Roman negotiations they seem to be on the peace track and soon to have a deal in place. Thus peace will return and we see no reasons to close borders with Rome

      * Portugal is fully protected in New Portugal by Maya/Khmer

Is that a joke? Protected by Maya, a civilization witch is on the rampage against us currently?

      * No Roman city will ever set foot in New Portugal

      Agree

      * Portugal builds 6 cities in New Portugal SUBJECT to Maya mapping and agreement on city sites by the Trilateral New World Management Committee

We will have 6 cities as it was agreed with Khmer in the first talks, BUT we will never have Maya decide which cities we have or where. Khmer why do you keep on adjusting the first talks between us two? You never mentioned us having some warlike nation pick our sites for us. This is out of the question

      * Portugals trades with Maya be restored

Only when Maya pay reparations decided by Khmer for burning and killing 2 settlers and cutting ivory supplies from us which have hurt our cities much.

      * Portugals loss of resources with Rome to be made up by Khmer

As I said Piercia and Rome and fixing their issues as I speak, thus I will not stop my trades with a nation that I have finally fixed the past and have normal relations.

but the sticking pont is most certainly going to be the city limit and possibly placements
Khmer you said it, seems you knew that this was wrong in the first place when suggested. Khmer you personally said this land is free for all and anyone has the right to settle and claim the land where he settles. Portugal trusts that you are not pulling away from the fact when you say you recognize lands with cities on them.

[quite]Portugal is effectively allied with Rome[/quote]

Portugal has taken no sides, has never given soldiers to Rome, has never given them cash, never backed them in their war. It saddens that you do not appreciate the fact that we have been trying to mediate the crisis and only try to point some untrue facts. Khmer first check the facts before blaming us for being Rome’s allies. I suggest that you check with closer civilization in the Romans region and ask them if they feel that we are allied with Rome like Piercia, Natives even Russia. When one nation was considered to be an ally to someone when they have open borders and trade. By your logic that means we are allies with Sparta, Natives and Japan as well

Maya stands up against Portugal for not bringing Rome into line
It is not our responsibility to stand up to anyone, we are a free nation. And no one can tell us what to do, may ask but not command us. Khmer wake up! Don’t you see Maya is only using the Roman argument to further his goals.

THIS IS THE MOST DISTURBING PART OF ALL!!

Portugal has not stood up to Rome because of this; plus is fearful of loss of further resource trade
Khmer why do you never mention the great Portuguese Roman war in your arguments and discussions????. Don’t you remember what happened to us then? Where were you noble Khmer when we lost 30% of our lands, had a city razed, had our 2nd best city taken? Where were your peace words and help? Just keep on thanking yours gods that Rome wasn’t you neighbor, a much different song would you be singing today. From now on when you consider mentioning Portuguese and Romans, analyze our history with them, stop and think for a moment why Portuguese is trying to be neutral and stay on friendly terms with them.

And again Khmer it is clear that you do not care what Maya have inflicted on my people and nation as Rome did, again you are quick to forget clear acts of aggressiveness towards us.

      Henry

      • Korea

Simply assuming that a nation who allowed another to attack a weaker one in their own name, whether justified or not, and claims to be neutral in the conflict yet visibly supplies a party to said conflict with naval ships, is being completely honest is diplomatic folly
You are very correct to say that you are biased.

When did Portugal allow Rome to attack Russia? please support your statement! Again you are very unfamilier with the matter. I suggest that you check with Sparta why Rome has a Portuguesee Carrack. Portugal has shared with Sparta the reasons for that Carrack to be under Roman control.

We appreciate your public statement, but please learn the details next time you come out bashing Portugal. Has Korea become a Maya propaganda weapon?

        • To Maya:

This is the last diplomatic message that you will receive from us. All further messages if there are any will be via the Spartans, the only noble and neutral nation and with a clear vision.

King Henry, I hope you see the wisdom of Khmer's proposal and our small condition for peace
What wisdom King of the Maya?

          *You broke your word
*Stopped paying what you had promised us
          *Declare war on us
*Destroy a Carrack ship with 2 settlers
*Continue to threaten us (yes read you previous posts)

There will be peace when compensations are made for your actions.

          • Voltan read Khmer's and Portugal's missives as soon as they arrived in Tikal.

"Reparations for the loss of ivory causing civil unrest? What sort of nation is Henry running where the loss of one luxury good causes this?" the king wondered aloud.

He read on. And the more he read, the more he questioned Henry's leadership ability, and sanity.

"No wonder his sister the Queen of Spain does not want to talk to him ever again!" he thought. "Even now he is getting testy with wise Suryavarman, the only leader who shows him some support in this matter. The deal as it stands now would replace both settlers Portugal lost to Mel Gibson, and only gives Maya ONE city in the New World. Still, Henry would rather have war with us. Surely this will show the world that my concerns are not mere propaganda. Portugal DOES want every inch of that land for himself! The loss of Portuguese or Mayan life is of no concern to him!

Voltan ate a few mushrooms... for clarity.

"Perhaps he wants his boat replaced too?" Voltan wondered. "No, that is not logical. No sane leader would continue a war over the loss of a single ship. Perhaps Henry was under the impression that simply because we traded ivory to him that we were locked into some sort of non-aggression pact... because how could we continue to supply it if we ever went to war?"

Voltan called for his royal librarian to fetch him the transcripts concerning the ivory.

"Hmmm, nothing in here about an alliance, defensive pact, or even a non-aggression pact. Surely Henry realizes we cannot continue to supply resources when we are at war. And there is nothing agreeing that war would not occur. It does mention a friendship, but that was before we were fully aware of what friends we inherited. So as it stands, Portugal has been offered three settlers, peace, return of ivory, the tech we owe, in exchange for one Mayan city in the New World and a limit on their cities so others may settle.... and this is still not enough for the second most powerful nation on Terra?"

Voltan could feel his anger rising. It was an emotion he did not like to express.

            • While enjoying his walk with beautiful Isabella on New Portugal, Marco was interrupted by a messenger.

              Messenger

My lord Marco, there is trouble back home! I bring you a letter from Korecom.

              Marco

              Read it to me

              After a couple of minutes…….

              Marco

Interesting, well write this now and send it to my son and Suryavarman.

Greetings Henry and Suryavarman of Khmer

This is my offer for you both:

My son I am taking over this negotiations!

              1. Portugal will have 6 colonies, this is not renegotiable. This Suryavarman you have agreed on as well when we talked. I still expect you to honor your end of the deal and that was promoting peace and security for all on New Portugal.
              2. You have already recognized our first settlements, I expect you to do that with the rest, which was agreed on and a follow up on Khmerian foreign policy.
              3. I will ask my son to send his latest maps so you can have an idea where our cities lay. Please be aware that we will not abandon our lands and have the faith of Portuguese decided by the Maya.
              4. Henry you need to continue working with Suryavarman, diplomacy is the Portugal’s way.
              6. Portugal is not stopping anyone from expanding onto New Portugal, all are welcomed.
              7. Lastly I ask you Henry and Suryavarman to work together into finding a peaceful solution to this crisis.

Now Portuguese Intel has been keeping a close eye on the warmongers and currently sees that they are researching a military technology. I wonder what peaceful leader promotes peace at the same time while investing in deadly tools of war.

Intel has also come showing us part of an Maya letter:

as it stands, Portugal has been offered three settlers, peace, return of ivory, the tech we owe, in exchange for one Mayan city in the New World and a limit on their cities so others may settle.... and this is still not enough for the second most powerful nation on Terra?"

I Marco welcome this offer, but as I already have said we will not limit the 6 cities, which has been already agreed with Khmer. Everything else I welcome and can work with.

              Marco

Marco, it is good to see a sensible person has been put in charge regarding New World negotiations.

While I am apprehensive to accept the 6 city condition without knowing the layout of the New World, I think we can both agree that this war will serve to benefit neither of our nations.

Understanding this, I may be willing to accept looser terms so that peace between our countries can be archived.

The following agreement, as outlined by Khmer and amended by Maya would be acceptable grounds for peace.

                * Khmer/Portugal/Maya set up the Trilateral New World Management Committee
                * Maya gifts 2 settlers to Portugal. Khmer gifts one settler to Portugal.
                * Portugal gifts one city in the New World to Maya of Mayan choosing upon delivery of the second settler payment.
                * Portugal not gift Carracks to Rome
                * Russia provides an alternate route for Portuguese settlers to the new world
                * Portugal cancel all deals with Rome subject to Percian peace proposals and agreements
                * Portugal is fully protected in New Portugal by Maya/Khmer
                * No Roman city will ever set foot in New Portugal
                * Portugal builds 6 cities in New Portugal subject to the Trilateral New World Management Committee
                * Portugals trades with Maya be restored
                * Portugals loss of resources with Rome to be made up by Khmer
                * This commitee to start assessing requests for settlement in New Portugal by land-challenged nations once maps are published.

If these terms are acceptable peace will be declared immediately, and all aspects of the deal that can be enacted immediately will be. Maya is gifted city of it's choosing upon delivery of second settler.

If these terms are not acceptable, please voice your suggested amendments so that we can expedite the peace process.

For the record, I also back Korea's suggestions concerning how the TNWMC should distribute the remaining land.

                I am another you.

Last night was such an amazing experience. I have never felt so alive. I hope we can get together more often than just last night. I I know that I have found the right man for myself. How do you feel about children? I personally love them and I want to have at least ten, preferably five girls and five boys. I know we are going to have a great time together.

How are things going back in Prabul? I am sure that you might have realised that things between me and Henry are at their lowest level ever, so I am writing to you to ask a few things about what is happening. I am hearing that He is in a lot of trouble with many nations who are wary of his claim of the New Prabul. I hear that many nations are wary of him, so can you update me on the situation. Tell him that I am concerned for him, even though he had done so many things to me that I would never do to him, but since he is part of my family I still care for him and just do not want him to be hurt, I just want him to know how cruel he was and how much he hurt me.

I eagerly await your rpely, Regards, your loving Daughter, Penny.

                      • To: King Pacal Voltan

Marco, it is good to see a sensible person has been put in charge regarding New World negotiations.

To be honest with you Voltan I was hopping for some down time with my wife Isabella. No one knows but Isabella is very sick, so having to leave hear alone to tend to world affair is very hard for me. We need to solve this in the quickest possible manner so I can go back and tend to her

As I said my son will have no part of this talks, he will tend to domestic issues instead.

While I am apprehensive to accept the 6 city condition without knowing the layout of the New World, I think we can both agree that this war will serve to benefit neither of our nations.

War is never productive, it brings much anger and destruction. I am pleased to see that you are flexible about my request for the 6 cities, this is most productive. I am actually starting to believe that you are different then past Maya rulers, we will see

Understanding this, I may be willing to accept looser terms so that peace between our countries can be archived.

The following agreement, as outlined by Khmer and amended by Maya would be acceptable grounds for peace.

Yes lets work towards peace; Portugal is flexible about its terms as well, only the 6 cities and their locations aren’t on this negotiation table. Because I appreciate the change of Maya tone towards my kingdom I can tell you that our settlements are build close to one another, never with the plan to spread far apart and grab much land. Of course there isn’t much overlapping due to economical reasons. But yes there is some overlap even.

                        * Khmer/Portugal/Maya set up the Trilateral New World Management Committee

This we agree on. After peace is set we will need to discuss what actually this committee will be doing. Portugal asks that a proper proposition be underlined before any committee is actually formed

                        * Maya gifts 2 settlers to Portugal. Khmer gifts one settler to Portugal.

Voltan you need to clarify this, the 2 settlers you offer is the payment for us losing those 2 settlers in the ship? Or 1 settler is for us and the one we settle and gift to you?. What is the Khmerian settler for? Is he for us to keep or to settle and gift back to them? Once clarified I have some more minor issues with this

                        * Portugal gifts one city in the New World to Maya of Mayan choosing upon delivery of the second settler payment.

I may follow up on this, but just to make sure one thing I will not be gifting you
Portuguese settlements, as I said this is out of the question. I am willing to move the settler to your choosing and settle him for you.

                        * Portugal not gift Carracks to Rome

Agreed, the current roman carrack which was never given in the first place for military purposes will be returned to us in due time.

                        * Russia provides an alternate route for Portuguese settlers to the new world

The Russians have been quiet, but yes will talk to them and see what they thing about this

                        * Portugal cancels all deals with Rome subject to Percian peace proposals and agreements

We will take into consideration the above said. But if peace is signed between Piercia and Rome we will resume our previous trades with them. I can not have far away nations dictate my foreign policies to my neighbors

                        * Portugal is fully protected in New Portugal by Maya/Khmer

Hmm past records between us two, gives me no reasons to trust you Maya. About Khmer I have the same issues. In a private meeting they said they will protect our new colonies if we agree to form with them the committee and help them secure land for smaller nations. But they publicly have declined to actually endorse what we spoke and agreed with them in private. So I am a bit worried here

                        * No Roman city will ever set foot in New Portugal

                        Agreed

                        * Portugal builds 6 cities in New Portugal subject to the Trilateral New World Management Committee

4 settlements are already build, the last two will finish the Portuguese settlement plan. Their locations have already been decided. This we will not renegotiate. The only one thing which we will not be willing to compromise is the 6 cities and their locations. Out of the question!!

                        * Portugal’s trades with Maya be restored

                        Agreed

                        * Portugals loss of resources with Rome to be made up by Khmer

We are importing gold from Rome which our forges double the effects on our cities. If anyone of you can provide that we may consider it. Still do not forget if peace is restored between Piercia and Rome we will resume our trades with them.

                        * This commitee to start assessing requests for settlement in New Portugal by land-challenged nations once maps are published.

Agreed, but we will not sign on before we do not have a clear discussion on the goals of the Committee and what challenged nations are exactly.

If these terms are acceptable peace will be declared immediately, and all aspects of the deal that can be enacted immediately will be. Maya is gifted city of it's choosing upon delivery of second settler.

If these terms are not acceptable; please voice your suggested amendments so that we can expedite the peace process.

Most of the terms are acceptable; I have pointed the ones which need work. And you have seen the ones I will not discuss or negotiate for

For the record, I also back Korea's suggestions concerning how the TNWMC should distribute the remaining land.

I appreciate considering your friend’s proposal, but Portugal will not have a Maya ally interfere with this peace deal.

Excuse me but now I will have to return to my wife, Penelope and Henry do not know still of what has happened.

                        Marco

                        • Emperor Aun'O Asiz Asizia of the Piercian Empire

The Senate of Rome has now had a chance to consider carefully the proposed peace treaty with your amendments and alterations to it.

We have noted the various ways in which your amendments alter the proposed treaty in your favour. Some are substantial, e.g. requiring us to give you an extra voucher; others are more a matter of detail.

We wish conclude this peace treaty, therefore we are prepared to accept most of these amendments, including the requirement that we give you an extra voucher. However, there are some which we cannot accept.

                          1. Site A. As you know, at your instance we have been happy to drop our original proposal surrounding Site A. We are still prepared to do this. However, we cannot, on principle, accept a treaty which prevents Rome setting where it wishes, within its own territory or in unclaimed territory. Thus all mention of site A should simply be deleted from this treaty.

                          2. Site B. Two issues. (a) You have adjusted the penalty for your breaking of the treaty from a technology to a voucher. This is not acceptable, since this would not be a deterrent (particularly since on this treaty we are giving you two vouchers, so losing one for breaking it would hardly be punitive). We presume you have no intention of breaking the treaty by interfering in site B, and therefore cannot see why legitimately you wish to water down the penalty clause. (Indeed you did in an earlier pronouncement say you were willing to guarantee peace on your side with technology) (b) for clarity, this treaty would mean that the land south of the Roman city of Tarentum reverts simply to ‘unclaimed land’, given that for twenty periods you would not settle there.

                          Furthermore
                          - for clarity we suggest that ‘aggression’ in clause 2 is replaced by ‘declaration of war’. ‘Aggression’ is a very loose term. The last thing we want is for conflict to erupt in the future because one state’s action (e.g. closing borders or cancelling a deal) is interpreted by another as ‘aggression’.
                          - for clarity we should explicitly mention the debts existing prior to the conflict are cancelled.
                          - we have no interest in restricting your intelligence agencies in our land, so are happy to delete that clause which makes the treaty simpler.

Thus the treaty would stand as follows (we have retained all your wording except in relation to the points highlighted above; our advisors could argue for years about the best precise wording, but we do not believe it is a worthwhile exercise).

1- Pitrograd is handed back to Russian control.

2- Durable peace is signed between Rome and the Piercia. Any declaration of war by Piercia towards Rome will have to be payed by a voucher to Rome. Any declaration of war by Rome towards Piercia or Russia will have to be payed by a voucher to Piercia and a voucher to Russia. Any declaration of war of Russia towards Rome will have the rejection of Russian vassalage and declaration of war on Russia as a consequence for Piercia. Those guarantees will last for 50 periods.

3 - Rome is free to settle the peninsula south of Tarentum. For a period of twenty periods from the signing of this treaty, any Piercian interference with this undertaking will have to be payed by a technology, and any Russian interference with this will have the rejection of Russian vassalage and declaration of war on Russia as a consequence for Piercia. After the 20 periods all are free to settle south of Tarentum as they wish.

4- Rome is traded Guilds in exchange for 2 vouchers. One voucher for the regular trade habits, another one for Guilds being a powerful military and economic tech and rewarding Piercia for it's efforts in making peace.

5- Piercia is to send a military force to Rome's eastern border within 20 periods in order to dissuade any Russian attempts of breaking peace.

6- Debts between Piercia, Rome and the Rus which existed prior to the conflict are cancelled.

The Senate feels it has gone at least half-way in accepting your amendments to the draft treaty, and hope that the minor amendments and clarifications suggested here are acceptable.

The Senate’s has given full powers to Imperator Scipio the commander of the Western Standing Army to sign this treaty. We suggest that, once these final details are worked though, he attends in person at Meeting. Since Meeting is at the heart of Piercian diplomatic activity in the world, and has a history of being at the centre of our neighbourly good relations, it seems a fitting venue.

                          • A public announcement from the Senate of Rome

We are conscious of all the discussions currently concerning the New World.

We have two comments. We preface these by saying that currenly we have no plans to settle in the New World, despite the fact that we are one of only two nations who actually have the ability to do that, and who already landed substantial numbers of people on the New World. We could act while others merely talk.

                            1. Portugal, the Khmer and the Maya should be aware that since we have not be involved, we will not be bound by any treaty concerning the New World. Since we currently have no desire to settle the New World, you may find that it would not be difficult to draw up a treaty which would be signed by us. We commend that course of action to you. But that is your choice, but you should be clear that if you chose not to involve us in any treaty, you cannot expect us to be bound by it.

                            2. We observe that what is currently happening is that the two most advanced and most sucessful nations in the world are taking ownership of the New World. They say that they will distribue land to others, but presumably that would be on their terms. But which God gave them the right to determine who can live where? Both Portugal and the Khmer earlier backed the policy that unclaimed land was unclaimed - and available for anyone to settle. Now, because of their power, they appear to wish to take charge of everything and give out only as they choose. We have no desire currently to settle the New World, so the issue does not directly concern us, but we believe other nations should not be blind to what is happening.

                              • Piracy on the High Seas

Today we have received reports that the Mayan ship 'Braveheart' did, without warning or provocation, attack the Roman ship Nepture on the high seas, as the Neptune returned from the New World.

The Roman admiral Marcus Lurius writes
We saw the Braveheart and signed greetings. They approached us signalling greetings. As they approached we could see how well armed the Braveheart was. This was an experienced warship, but we had nothing to fear for we have pecae with the Maya.

Then a portuguese cabin boy, Petro, recognised that this was the ship which attacked a Portuguese ship years earlier, massacering the settlers on board, from which only he and three others ecaped alive. He shouted alarm, and by the fortune of the one God, the crew heard him, and realised what was happening and ducked behind the decking. At that moment from close range the Maya opened up with bows raking our desk killing many crew and passangers alike. Their grappling hooks flew through the air, attempting to lock the ships together as their experienced marines started to swarm across. But the true God hates those who approach under flag of peace and then attack wantonly. The helmsmam, saved by Petro's shout, turned hard to port, ramming the Braveheart midships. Braveheart's side shattered, and the revenging sea pour in.

We rescued some of the braveheart's sailors and marines from the waters. They admitted freely that they had orders to attack Roman vessels unprovoked.
Pascal Voltan. You declared war unprovoked on us, and attacked a merchant ship. We smile at your naval incompetence that your mighty ship Braveheart sank with minimal losses to the Neptune. The God's have brought revenge on you for it was this ship that attacked the Portuguse settlers.

Your piracy on the high seas is a violation of all known relations between nations. We will hold you accountable for it.

                                The Senate of Rome.

(Before you try to twist the truth Voltan, we can display to the world if you wish the log of this piracy. THere is no doubt you attacked unprovoked as you did the Portuguese, just a shame this time you lost.)
