CIV deals with one of the most primary of gaming concepts (world domination) and does it better than any other. In the same way chess is considered to be a "perfect" game because of it's complexity stemming from a basic concept, so is CIV.
I only hope to still be around to see CIV X.Comment

I think you're thinking of BioForge, from back when Origin was still arond and had not been totally assimilated by collective known as EA :P
Bioshock looks awesome though; I'm just waiting for a non-SecuROM version first
