    • English Ambassador Brian Wilson Arrives in Madras

After years of steady leadership and representation of England by Brian Thatcher, the English have sent a new representative to the UN. His name is Brian Wilson and he arrived in Madras on the sloop John B after several days out in the Lonely Sea. It was a beautiful summer day. The Warmth Of The Sun beat down on Wilson as he stepped out of his ship and looked out at his new home.

Madras was a bustling port town, the UN building standing promenantly in the foreground overlooking glistening beaches, the smell of sea breeze and trees wafted to his nostrils and he noticed Bluebirds Over The Mountain off in the distance. Truly he thought to himself, this would be a Summer in Paradise.

Before he got too caught up in his new surroundings, a pretty English woman in a nicely pressed UN uniform approached him.

"Ambassador Wilson I presume? My name is Rhonda, and I will be your personal assistant for your time here in Madras. A car is ready to take you to your residence. Do you need any help with your bags?"

Wilson smiled ever so slightly and said, "Don’t Worry Baby, I can handle them. There is one thing however... I hear there is some excellent Surfin' here in Madras, but I'm not sure where the best spots are. If you could Help Me, Rhonda, I'd be eternally grateful."

She was a bit taken aback, "I didn't realize you surfed, sir."

"Oh, I Get Around. Last year I went on a huge Surfin' Safari. I was surfin' China, surfin' Concordia, and Surfin' USA. God Only Knows how I fit it all into my schedule, but it is worth it. Nothing matches surfing. It is nothing but Fun, Fun, Fun."

Rhonda led Ambassador Wilson toward the car. Instead of the stodgy limos and sedans typical for ambassadors, Wilson specificly requested something special to match his unique flair. He was impressed with what they turned up.

"Perfect! Just what I asked for." Wilson popped the hood to take a closer look, "This Little Deuce Coupe has a four speed dual quad posi-traction 409."

Wilson & his assistant drove to his personal residence. He thanked Rhonda for her help and began to look around the place.

"Ah, In My Room at last" he thought, "what a gorgeous view, At My Window I can see all the Girls On The Beach."

This wasn't a vacation though. Wilson was an experienced diplomat and had a serious job to do. The world was full of Heroes And Villians, and it was his job to Make It Good. It was a daunting task as there was much to worry about.

"I Just Wasn't Made For These Times," he thought, "too much war and dread on the horizon. Wouldn't It Be Nice if I could just settle down with some Farmer's Daughter named Barbara Ann, and Dance, Dance, Dance my life away."

With a sigh he picked up some documents he needed to review. With a worried look he muttered, "This just isn't giving me Good Vibrations."

Among the French nationalists only a very small part (0,03%) was very unsatisfied with the results. • Fellow Americans,

In recent years we have freed ourselves fear and agression. The German nazi-regime has been removed and the French cities have been reunited. After the fall of the nazi's the American economy has growd by 7,5% on a yearly basis. Our friendship with India is strong. America is a free nation with no enemies. It is safe to state that America is truely in it's golden age!

To let this period of grace endure the administration of America has decided to establish a new form of governament to rule both parts of the kingdom. Three states will be created, America, France and New America. A new president will be elected who'll be the president of the united states of America. A prime minister will be elected for the French state and a prime minister will be elected for the American states. Both prime ministers will establish their own administration.

The elections will take place next years on February 8th. Untill then our king, Thomas Jefferson, has appointed the following persons to do these jobs in the meantime:

George W. Bush: president of the United States of America
Charles de Gaulle: premier of France
Franklin D. Roosevelt, prime minister of America

Long live America! Viva La France!

                Dear neighbours,

Long have our people lived among each others in friendship. Under the late Nazi regime of Germany our interests were seperated and cooled down during the war.

                • On July 20, 1649, Calcutta born Rakesh Sharma became the first man to walk on the moon. This historic acheivement brought to a close the bold promise of Indian President, Balaji Vishwanath Bhatt to put a man on the moon by the end of the decade.

The Indian space program is the leading edge of mankind's venture into space. Throughout the 30's and 40's, India has made bold steps foward by putting satelites, dogs, and finally humans into space. These historic acheivements weren't done in isolation however. The Germans, and especially the English were hot on India's heels the whole time with rival space programs. However only one could be first.

Over a million crowded the launch area in Madras to see the module launch on July 16.

Friend and foe alike sat in front of their tvs and radios watching every moment of the landing. In total, 500 million people tuned in on July 20 to watch the landing unfold live. It was the most watched moment in TV and human history. For one brief moment, all of humanity was united, for one moment all mankind witnessed not simply an Indian acheivement but an acheivement for all of them.

This idea was immortalized by Rakesh Sharma's first words upon exiting the lunar lander:

That's one small step for man, one giant leap for mankind.

Rakesh Sharma & Ravish Malhotra, his co-pilot, touched down at Tranquility Bay on July 20, 1649. No matter what country a person was born in, if they were alive then, they knew where they were when they saw Rakesh Sharma & Ravish Malhotra touched down on the moon.

Several years later, England and then Germany followed up with moon missions of their own. Spectacular in their own right, but nothing could capture the imagination of the world as much as the first Indian mission. India doesn't intend to rest on its laurels however, rumors are IASA is working on a new, more ambitious project. Going far beyond the moon, and indeed far beyond our solar system. A mission to Alpha Centauri to establish a permanent human colony on this distant planet.

                  • Francisco Franco Dies!

Off the Coast of Murcia, Spain...

Francisco Franco had just recently won the vote of no confidence against him after his Falange party established yet another successful coalition government in the Spanish Parliament. Despite this victory the Falange accounted for less than half of Parliament's members, and a number of them were wary of the Falange's control over the government so made some changes to his policies; namely the State Secret Act, the Socialized Markets, as well as naming a new UN Rep/Foreign Minister in Juan Luis Zapatero (he is accused of being a Communist sympathizer by the Falange). Despite all of these changes former Foreign Minister Angel Sanz-Briz remained an important advisor, and served as such to Franco during his second run as Prime Minister. With the recent devlopments concerning France and the decisions of the Spanish Parliament Franco went to his old friend to discuss what the Falangist government would do next. The two met on Sanz-Briz's private yacht off the coast of Murcia...

"Its terrifying how badly things are going." said Franco, disgusted "Its like they're keeping me in office only to keep an eye on me!"

"It seems such, aparently the zeal for the Falange is growing quite old and tired, much like the-" Angel was interruptd by Franco going through another coughing fit. This was not strange as the old dictator was known for his love of smoking, specifically cigars, but he could not deny himself a fine Incan cigarette whenever he got the chance.

"Hack, hack, sorry old friend, my lungs aren't what they used to be." Franco laughed, remembering his fire-brand speeches of old.

"Well as I was saying, I don't know what Parliament's angle could be. Zapatero is hardly a man who even marches in lock-step with their own policies, why would they choose him?" Sanz-Briz asked.

"Obviously to get to me" Franco said, again coughing but not as badly as before "Wow, I don't know what the hell is wrong with me" he said beating his chest.

"Would you like some water Francisco?" Angel asked, standing up, Franco merely waved him off.

"No no" he said shaking his head "I'm just old, you understand?"

"Alright" Angel said sitting down slowly "We must speak with Zapatero, instead of simply write him off as a Communist. Especially with this nonsense going on in America, with the French. They want the United Nations to treat them as if they were-" just then Franco keeled over, and went into a fit of coughing.

"Ang-HACK HACK! Angel, get the HACK HACK!" Franco tried to speak.

"Franky, stop, stop trying to talk, GUARDS!!! GUARDS!!!" yelled Sanz-Briz as two Falangistas ran up "Turn this thing around, we've got to get back to Murcia!"

                    The End of Franco.

And thus the end of an era in Spain was at hand. Francisco Franco died in Murcia on November 20th, 1659 on a yacht in the harbor. The boat's captain was unable to make it to shore in time and was promptly killed by Sanz-Briz's Falangist guards; they were both tried for murder and imprisoned themselves. Franco had risen to power through fear, intimidation, murder and in many ways treason against the Spanish state and her people. He was responsible, despite what modern Falangists in Spain would have you believe, for the deaths of countless innocent Spaniards including former Prime Minister Juan Prim y Prats and his own colleague General Miguel Primo de Rivera. He was responsible for Spain's isolation in the world and in many ways left Spain in the worst condition it has been since the rule of King Sancho Diaz nearly two thousand years ago. Despite this Franco was seen as a hero in the eyes of many Spaniards, including those who were against the Falange; he stood as a symbol of pride in Spain, a symbol of courage in Spain, and a symbol of Spain's unwillingness to do anything they considered counter to their own benefit. Thousands upon thousands of Spaniards showed up at the citadel for Franco's funeral, including those who opposed him in the political arena (Jose Maria Aznar, Juan Luis Zapatero and Adolfo Suarez-Gonzalez all attended the dictator's funeral). Spain was without a Prime Minister, and in a world where Spain was almost isolated politically (save from the Chinese) Parliament deemed it necessary to find a replacement, even the Falange with all of its militaristic organization was unable to produce a new Caudillo to replace Franco, so in a special meeting of Parliament Jose Maria Aznar was named the interim Prime Minister until a new election could be held, and made the following speech and Franco's funeral...

I know many of you here at this grand Citadel knew Franco well, and I know even more of you did not. I understand that this man, despite his failings, always held Spain as his highest priority. There was once a time when I was very young, and zealous, and I believed that Spain needed to show how strong it was, to show how we would never cower to any foreign power whether they were right or wrong. Franco epitomized that zeal; to his dying day, even when he was sick and in the hospital he came out and days later gave speeches just as zealous and pro-Spanish as ever before, mere days after getting released from the hospital he sat accross the isle from me in Parliament and gave me hell, he debated me until I lost and he continued to be El Caudillo, Nuestro Caudillo. There are plenty of Spaniards that hold him in ill-regard, I can be seen as one of these Spaniards. The man did some horrible things, and for the purposes of mourning him today I will not mention them. I will only say that, despite his failings, and his tyrannical actions, he did what he felt was best for Spain. In an age of tension, in an age of a looming world war a man like this was almost necessary. Before him Spain had no tanks, no planes, no artillery, no military technology to speak of. We had some cannons, we had plenty of infantry and cavalry, but this man revitalized our military and prepared us to defend our nation, our history, our culture and our children to the bitter end, if necessary. Say what you will about Franco, but he was loved, and he was respected, he was a powerful man, and a courageous man. While I may not have agreed with him politically we do have one thing in common; we both love Spain with all of our hearts. I know even in heaven, El Caudillo, Nuestro Caudillo will be watching over Spain. Thank you.
On November 22nd, 1659 Francisco Franco y Bahamonde was placed into the Citadel's mausoleum along with noted Spaniards such as Isabella de Castilla y Habsburg, Carlos Diaz de Castilla y Aragon V and Felipe Diaz de Castilla y Aragon II. The Falange was never the same again after Franco's death, yes they remained a party in Spanish politics but their reign of terror and brutality was over. They would never again field a leader who could command attention the way Franco had done. Spain was now entering a new era...

Indian Astronauts Land on the Moon!
Madras, India - For centuries man has gazed at the stars and wondered what mysteries lie ahead in the great beyond. For now though the moon would do; Indian astronaut Rakesh Sharma was the first man in history to set foot on Terra's moon, setting the stage for a space race to come. Prime Minister Jose Maria Aznar praised India; "This is a glorious achievement for the Indian people and must be beyond anything [Rakesh] Sharma could have ever imagined. Terra is truly headed towards a bright future." The English and Germans have launched similar missions to the moon but none caught the attention that the Indian lunar landing did, as 500 million plus watched the launch and landing around the world. One million attended the launch itself. Rakesh Sharma famously was quoted saying "this is one small step for man... one giant leap for mankind" upon setting foot on the moon. Early reports indicate that the IASA (Indian Air and Space Administration) has plans for further missions to the moon as well as an ambitious mission to fly to another planet.

                      Francisco Franco Dies in Murcia!
Murcia - After decades of control over Spain Falangist dictator Francisco Franco y Bahamonde died on a yacht off the coast of Spain, ending the iron-fist rule of the fascist Falangist government. No successor to Franco has been named by the Falange and the party seems to be lost without their precious "Caudillo." Despite the barbarity of the Falange and their reign of terror over Spain throngs of Spaniards packed Madrid's town square; "I hate the [explative] Falange" said one Spaniard, who wished to remain nameless "I am here just to make sure that the [explative] is actually dead!" Others were mortified that their beloved leader had passed, including one young Spanish woman named Juana Lopez; "Franco did so much for Spain, he saved us from the evil Russians and protected us from the United Nations." One noted Spanish politician, Adolfo Suarez-Gonzalez, railed against the dictator saying that "finally Spain is free of the oppressive yoke of the Falange and that thug Franco." Parliament quickly chose Jose Maria Aznar to be interim Prime Minister.

Famine Situation in Salamanca "Top Priority" says Aznar.
Salamanca - Conditions of famine and ill-health in the Spanish city of Salamanca have been described as a "top priority" according to new Prime Minister Jose Maria Aznar. The situation has been in effect since 1633, and after two decades of neglect on the part of Franco's Falangist government Aznar vows to end the famine within the next year saying that his new public works policies should eradicate instances of infant mortality and poor health, including rampant sexually transmitted diseases rumored to have come from Russian political refugees. "The contention that this famine comes from Russia is baseless" the Prime Minister said in a speech in Madrid "We see similar conditions arising in other cities including Barcelona and even here in the capital... this can only be attributed to the neglectful rule of the Falange." Aznar claims that due to the Falange's focus on military technology and development Spain had experienced its worse quality of life in thousands of years.

Rioting in San Pedro Ends after Fall of Falange!
San Pedro - Rioting in the Bolivian city of San Pedro has finally come to an end with the demise of Franco and his Falangist regime. Deputy Luis Calvo Sotelo, the representative of the city of San Pedro said "the people of San Pedro have a long history of resistance to government policies they deem tyrannical, in fact the whole of Bolivia was named after the famous rebel Simon Bolivar. So people here deem it necessary to act when the government is acting in a tyrannical manner... obviously the Falange fits this description." A few Falangist sites were the target of Liberalist attacks, including car bombs, political assassinations, as well as vandalism. Nobody has been arrested for the attacks, and top Spanish General Ricardo Montoya said "Fortunately we did not have to use our military to keep the city under control, riots that are politically motivated are difficult to stop and often become inflamed when a military presence is introduced to the situation."

America-Germany Come to Blows Over Solomon's Temple!
Washington, America - The first religious war since the ancient Great War sparked up between the two Jewish states of Germany and America. After decades of peace, Germany (which at the time was aligned with England and the Inca, as well as a member of the RDP) challenged the ability of the Americans and their President Abraham Lincoln to defend Solomon's temple from terrorists when a bombing attack near Philadelphia occured. "The Germans had offered to police American cities to ensure that future attacks did not take place, America for their part was worried that Germany had other motives and declined the offer" said former Foreign Minister Angel Sanz-Briz, President Lincoln was shot mere days later while walking to his home. George W. Bush then became President and introduced sweeping reforms to the American system, including martial law in important Holy cities, the situation culminated in America's declaration of war upon Germany as Bush claimed that the Germans were behind the attack on Philadelphia and potentially the assassination of Abraham Lincoln. It should be noted that the Germans were engaging in aerial reconaissance missions leading up to the conflict, when America challenged them on this Germany responded that they had open borders and were merely keeping an eye on Judaism's most sacred shrine. American tank divisions pounded Germany taking the former French cities of Lyons and Orleans and making a quick peace with Germany. Azimov Kimpler, Germany's Hauptfuhrer and dictator took his life, ushering in a new pro-American government.

                      Single-Currency Vote Succeeds in UN!
Madras, India - Despite the objections of many nations, including Spain, the suggested Single-Currency vote has become the latest successful UN resolution, and thus creates more markets throughout Terra and increases the ability of local business and international corporations to conduct commerce. "It is a testament to the United Nations that such a resolution can pass during such a tense and uneasy period of time" said Adolfo Suarez-Gonzalez, noted Spanish Liberal Party leader and UN supporter "Resolutions like this one bring Terra closer together, and make peace and discussion a better option than war and aggression." Not everyone in Spain was happy with the decision, in fact then UN representative and former Foreign Minister Angel Sanz-Briz abstained from the vote saying that "I do not agree with the ability of the UN to control foreign nations' treasuries in any way, even in such a subtle way as this. They can say it makes us more cooperative and safer, but in actuality it gives control over the Spanish economy to foriegners." Despite the objection from Spain, her ally China voted in support of the vote citing their "support of free market economies."

Brian Wilson Named UN Secretary General.
London, England - With the change in the English government from a conservative to a more liberal administration, a new UN Secretary General has been named by the country that holds the seat. Brian Wilson will now sit as the United Nations Secretary General following the election of Harold Wilson to the Prime Ministry, in an English tradition started by Margaret Thatcher his husband Brian will become the first homosexual to hold the seat, which was met with cries of glee from America, a country that is fabulously decorated and littered with spas, shoe stores, as well as techno-dance clubs, at the behest of their leader Cybershy- err I mean George W. Bush. It is unclear at this point how the new Secretary General will administer the UN, but many experts believe whatever he does will be "fierce."

Now That Franco is Gone, Let's Fix this Trainwreck!
                      By Adolfo Suarez-Gonzalez

Finally the end of the Falange is upon us, luckily the fools only had one man that was worth his salt, and I'd hate to be the bad guy here but I am glad the man is dead. I'm sorry but he deserved it decades ago, he killed our legitimate Prime Minister, and a great man who I called friend, Juan Prim y Prats and then killed his own colleague General Miguel Primo de Rivera, who was not a great man himself but did not deserve to be murdered. I respect Prime Minister Aznar, but his speech at Franco's funeral was a disgusting display of politics as usual. I was there, like many people just to see the great day that our country would be liberated again, and I saw Aznar make that horrible speech. I'll tell you one thing; the time has come and gone for Franco's praise, now we have to roll up our sleeves, loosen up our ties and get down to work. First we are falling behind in technology; the Indians, and English and even the Germans, who just lost a war mind you, have landed men on the moon. Germany! Let me repeat this, GERMANY HAS LANDED A MAN ON THE MOON! What have we done in the mean time? Nothing. Not a thing, I can not think of one accomplishment our country has had since the Falange took power. Not to mention our economy is the worst in the world, our production is laughable, and our science has been dedicated to building weapons for a war that never occured. Like I said, I have a great deal of respect for Jose Maria Aznar, he stood up to a powerful man who would probably have killed him if he had the chance, and he deserves recognition for that. But if he continues the policies of the Falange, and he may as the People's Alliance is merely an off-shoot of Franco's party, he has done nothing for this country. We have nothing short of a train-wreck on our hands, and I urge all Spaniards to write their Deputies and ask them to force the government to show some responsibility to their people and to their country.

Thirty-Seven Dead in Lahore Aerospace Explosion - Foul Play Suspected

Lahore based Indian Aerospace Inc., a critical sub-contractor for IASA (Indian Air and Space Administration) is a charred shell of what it once was. Thirty-seven engineers, scientists and support staff have been killed as a terrible explosion ripped through the manufacturing center on the outskirts of Lahore in northern India.

Rameshwar Nath Kao, Secretary of India's intelligence agency, the Research and Analysis Wing, has told the Hindustan Times an investigation is underway. Preliminary data strongly suggests foul play to be behind the explosion. RAW will work with UN Inspectors to determine the true cause to the explosion.

Rameshwar declined to comment on what the Indian Aerospace plant was producing or why it would be the target of industrial sabotage.

IASA Director, Dr. Vikram Sarabhai, tearing up during a national televised broadcast expressed his great sadness over the attack, having known many of the victims of this tragedy personally.

"This is the most tragic day in the glorious 70 year Indian space program, and I feel sick that the unifying moment of brotherhood we all shared when Rakesh Sharma first walked on the moon could evaporate into a scene of horror and death." said Dr. Sarabhai

President Jawaharlal Nehru visited the lab in Lahore, and met with the families of the victims and survivors of the explosion. A state funeral is scheduled for Tuesday night in Delhi at the national shrine.

                          FROM: Secretary General Javier Solana
TO: President Nehru, President Bush, Prime Minister Aznar, Prime Minister Wilson, Premier Romanov Diaz Castilla y Aragon (gotta give props to a Spaniard), the German Bundestag, and Emperor Chiang Kai-Shek.

                          The Bombing in Lahore

Esteemed member states of the United Nations of Terra. On March 15, 1716 an explosive device was planted in a factory of the Indian Aerospace Inc., killing thirty seven engineers and countless others have been injured. This attack was not done for political purposes, as it was quite clear that this factory was in fact producing space-ship parts. Clearly the culprits behind this assault were doing so out of a tactical measure, as the loss of life was small, and no organization has taken responsibility for such actions.

I will be holding a special press conference tomorrow to address this matter and inform this body and the people of Terra as to how the investigation is being pursued (take this literally, you have 20 hours to send me questions in PM form so I can use them for the post, otherwise I will make my own up). At this point in time I have the support of Spanish agents, Russian agents, and obviously Indian agents and we hope to find the culprits soon. I am sure many around Terra can feel the pain of the Indian people at this time, as we have witnessed similar attacks in China, America, and England. I urge all people, if they have the means, to take the trip out on Tuesday to take part in the mourning of this tragic day.

                          Thank you,

                          • Spanish Diplomacy in a New Era.

Spanish Prime Minister Jose Maria Aznar made great strides in changing the position of Spain on the global scene. His domestic policies allowed Spanish interaction with foreign countries to take a less aggressive tone as had been done in the past, and countries who used to have little to no contact or interaction with Spain had finally begun to discuss matters of grave importance. For example; Aznar had made it a point during his campaign to open up relations with numerous foreign governments including the United States of America who had recently gone to war with Germany. Spain was able to support the United States by offering intelligence information that both nations deemed necessary to further America's safety in the world. In the early 1670s Aznar visited President Bush in Robington to discuss intelligence sharing that would lead both nations to discover not only the construction of the German Nuclear Weapons project but also the construction of ICBMs in the capital city of Berlin. This was merely one way in which Spain increased its international standing...

Javier Solana, and the Lahore Bombing.

On March 15, 1716 a sabatuer bombed a space-technolog factory in Lahore causing the death of 37 factory workers as well as mass destruction to the Indian ship being prepared to colonize the planet of Alpha Centauri. Solana had been elected Secretary General to the UN only four years prior in what could be considered as a landslide victory (up until this point it was difficult to elect a UN Secretary General as many nations boycotted the vote) seeing nations such as China and even Germany coming to the support of the Spaniard candidate. With this mandate Solana's first and most important role was to run the investigation into this tragic bombing. Clearly India wished for harsh reparations as the technology and time taken for such a project was very costly. The Indians had led the way in the Space Race as the first country to set foot on Terra's moon, and now they wanted to be the first to set foot on a foreign planet; clearly there was some mystery behind the assault. "We can be sure that this attack was not the work of political terrorists" Solana admitted "It was carried out on a very professional level, with little to no evidence being left behind, whoever was behind this had a great deal of expertise, financing, and training at their disposal. Solana quickly called for a press conference to occur following the funeral in Delhi where he will answer questions from both government and media sources. Solana realized that if this attack were indeed state-sponsored he would have to get the help of the international community, so the first country he went to for advice was Russia. The Russians had recently overthrown their Communist government, and the leader of the uprising, Vladimir Putin, also happened to be the former head of the Communist KGB under Joseph Stalin. It was under his command that the bombings in China and England were carried out, so Solana felt that his expertise as to how and why attacks of this nature occur would help decipher who was behind the plot. This also, to an extent, repaired the relations between Russia and Spain; Javier's country of origin. Javier was noted as saying "Putin's advice was well-recieved, and helped greatly, we appreciate Russian support in finding the culprits behind this attack and new evidence HAS come to light as to who may have been behind these terrible bombings."

Juan Luis Zapatero in the UN.

Despite Solana's birthplace, he acted as an independent official from the Spanish government, and Spain's man inside the UN was Juan Luis Zapatero. Zapatero was elected under the regime of Franco as a counter to the Falange control over Spanish politics, which distanced Spain from the rest of Terra due to their use of aggressive speak and physical threats. Zapatero, on the other hand, supported the United Nations and made this speech in the UN Security Council following Solana's announcement of a press conference...

People of Terra. Obviously the age of terrorism and murder has not ended. This time the bombings were not done out of any type of military strategum, or to cause terror; these attacks were specifically targeted at the advancement in space technology, and could be considered the first shots fired in the space race. As Secretary Solana has said there is no evidence that this was done by political terrorists, in fact the bombings harmed nobody but the workers in the factory, so we can almost rule out a political statement. To that point nobody has taken responsability for the action and the Indian government itself has no suspects in the attacks. I urge this Security Council to condemn the use of covert agents for furthering goals, as it costs more than just the metal and plastic used to create these space ships, but also costs the destruction of not only the lives of the workers, but their friends and families. Following the incident the German government demanded Indian troops evacuate their positions within German territory, which is something I believe SHOULD be done, however the time and tenor of the request may have been in poor taste. Germany obviously should be considered a suspect, as should China, as should England, as all three states have space programs and would potentially be interested in seeing the demise of the Indian program. Then again, my own country Spain and our neighbors the Russians could also be considered as we both have extensive spy networks capable of such an attack. The decision is going to be a difficult one, one that may take a lot of time. But I ask Secretary Solana to devise a resolution that will, once and for all, stop these bombings. I will now return to Spain to discuss the matter with our Prime Minister, Jose Maria Aznar. Thank you for your time, and may peace prevail.
With the threat of nuclear war on the horizon this may be the most important UN Special Assembly ever, look out for the press conference later tonight!

                            • Chinese Masses Rise to Meet New Challenges

China in anicent times had been the world's first and oldest example of representative government. Although steeped in deep tradition and respect for its Emperors, China had long been ruled by the will of the Council of the 108 Stars, those seen to guide the destiny of the nation in times of crisis.

Gradually, the population's view of the Council changed over time. Without the great threat of a looming war, the people were focused on more domestic issues. The Council had very often been dominated by China's elite, Generals, Business Leaders, and respected figures from anicent houses. Pressure was mounting for more direct representation of the people. With China's high level of techincal experise and well established education system, the idea that the common man needed a patron to represent him was fading from the popular identity.

This pressure fell directly upon the new Emperor, Chiang Kaishek. The throughly modern Emperor had little interest in the title itself. He saw it as a means to an end, the presidency of the Council. He took notice of the will of the people and established the lower house of the Chinese legistalture. Including all the previous members of the Council, the lower house included a representation system that was directly voted upon by all citizens and was based on population distribution. Although not an unpopular figure for his actions, Chiang Kaishek lost the support of many elites for this action, while the newly elected populists chose Chen Shui-bian to be the President of the lower house rather than embrace the Emperor.

China continued the change in tone first set out at the end of Lao's rule. China focused on domestic production, establishing new schools, labratories, and even airports. China's space program benefitted from the infusion of interest from the rise of the common citizen. China, in addition to India, Spain, and England had become the scientific leaders, with almost all orginial scientific concepts orginating in these 4 centers.

Although its friend and ally Spain had become a world leader in the form of the UN leadership, China was viewing the world with growing fear. Although tensions with its old rival Russia, had been defused with the fall of its communist government, tensions throughout the world, particularly in the tension southern countries, led to fears of terrorism and even nuclear war. China was forced to construct a token nuclear arsenal for deternent purposes, and many Chinese citizens demanded the construction of more bomb shelters and interception systems to counter the threat.

                              • The Rise of Jawaharlal Nehru

After a string of weak, forgettable leaders, India finally saw the election of a strong, inspiring President of the mold of Rajaraja the Great or Chandragupta Maurya.

Together with UN Ambassador and former UN Secretary General Mohandas Gandhi, Nehru founded the Indian Congress Party in hopes of breaking the stranglehold of the Mughal and Maratha parties that had dominated Indian politics dating back to the time of Rajaraja.

For many years the Mughal & Maratha parties debated largely social issues, as their platform on economic issues were virtually identical. Both favored open markets and lightly regulated capitalism. Nehru however, having studied in America was enamored with the ideas of socialism. He and Gandhi both felt that the state should play a much larger role in the economic affairs of the nation. More importantly Nehru felt that tariffs should be used to protect local industry from foreign competition. At the same time however, Nehru was wary of the harsh communism in the RSSR. He admired the state-planning involved in Stalin's 5 year plans, but the human cost was too great.

In spite of the seemingly radical departure economic-wise, the Congress Party set itself up as a centrist party adopting the more conservative, pro-Hindu social policy of the Marathas and the non-interventionist, peace through strength foreign policy of the Mughals.

Powered by the celebrity of Gandhi, widely credited with saving the country - and indeed the world - from an expansive world war over the RSSR terrorism in China and for establishing the United Nations, the Congress Power was swept into power and Nehru was elected President in the 1666 election. Gandhi, while advanced in years, still served as India's UN Representative.

Despite the change over in leadership, Nehru continued to follow the space priorities of his predicessor, Balaji Vishwanath Bhatt, while at the same time boosting military spending to keep pace with the English & Chinese. Succeeding for a time in having the largest military before being beaten out by England again.

The terror attack in Lahore would prove to be a defining moment of his presidency...
