Classic. Rare but it does happen occasionally. I've been known to lean on the whip to resolve the issue, but if you're running a Specialist economy, it gets tough.

Yes, I am usually SE even if I have a CE city or two; often captured cities. SO... ugly solutions until I kill off this civ completely. Some civs (India, in this case) are serious spammers, so death takes time. I have two SODs (Stacks of Doom) working, but must hold a reserve with two strong civs still available and not helping me. (No Vassals permitted.) The coliseums will be artifacts once this is done, but you do what you must; sigh.

Yeah, maybe if I'm in a long war and I'm one turn from the next greatest military unit and I see the col is only one turn to build, THEN MAYBE.

Enemy capitol almost in revolt, 5 cities to go and I have exclusives on cavalry, riflemen and cannons. Want to go right to another civ when India's cities are all taken. (India has one city at sea in midst of nowhere and my next target owns the ocean.) SO... a two-turn coliseum makes sense since these cities will cry for their mommies longer than usual. Once I crush the Dutch, then we go navy -- end of both. For now why lose the capitol's output of two red faces when colisum gives them back to me.

I'd rather build a col or two than resort to the culture slider. Plus, it will help in later wars. And when you do eventually have to use the slider, it has more impact.

In a perfect world, neither option would be needed

Jails and police state can be used later. But at this point this process worked. India at 1 city, the Dutch nearly gone. Navy time! THEN, culture slider back down, and on to the next continent.

But despite the pain in the ASS that WW is, I think it was a great concept to add to the game.

Yet another example of forcing the player to make decisions, what this game is great for!

Unlike corruption in the original CIV III
Where the only decision was, why am I playing this game.

I just had a game where I decided I should make peace before my cities died off, war weariness was 1160 against 2 opponents (they had a permanent alliance). Massive map where against weak opponent I captured nearly 30 cities in about 10 turns, creates massive WW apparently.
