You don't need to have the AP religion as your state religion for the +2 hammer bonus (the AP owner doesn't need to have the AP religion either). You lose the hammer bonus if you defy a resolution, though.

What does this imply? When Industrious I sometimes build the AP. The religion chosen is your own, you can't pick another. My impression was if the AP owner changes religion he loses the benefit of a guarenteed slot in the controller election. Are there other penalties? Why would you do that?

AP always stays the religion of the builder at the moment of building. He can change his religion later and still retain the guaranteed vote-slot for the resident. Only reason to use the AP religion as a state religion is that only those can be put up for voting (if they don't control the AP), and that those that have the AP religion as a state religion get double votes on it.

I just won my Wolfshanze game thx to the AP elections. I was in the middle of an all out war against Justinian and his minions. He had the numbers, I had the quality and was making progress into his huge empire after using tactical retreat to destroy 2 huge SODs (65 and 55 units). The battle was gripping, I was extremely excited at the idea of conquering his big cities one oafter the other. I was dreaming of a domination victory. The the AP election came up. Since everybody still in play had the AP religion, choosing a religious leader was on the agenda. I was the only one to run Theocracy with the AP religion as state religion. The others were either running free religion or had different state religions, so I was the sole candidate. Of course I voted for myself. I didn't think it would be enough. Yet it was so the game stopped short with me being declared a diplomatic victor. Talk about an anti-climax ...

Agree with Rah. Having the AP and control of the voting is good as you can stop/start wars, return cities to their "rightful owners," and declare a Jihad. Folks that refuse get serious morale problems in their cities. Disadvantage is that the mechanism is "broken." All wins are earned by planning and work except one. The trick is build the AP, make sure all civs have at least one city with AP religion, hold vote for leader (vote doubles if your national religion matches AP). TA-DA! You win! Unlike UN, where win option disappears if you have over 50% of the world's population, the AP vote does not consider whether your raw vote or your doubled vote is more than 1/2 of all possible votes. It just counts and awards a win. Note in Sorinache's win, he was the only candidate and all civs had a vote. He knew he won the game before the announcement.

Still, I kinda' like the AP. This was the first diplo victory I saw in about 10 complete BtS games. I might change my mind later but for the time being I'll let the Diplo victory on
