In my general opinion, I would rather stay with the "Cold War" sort of tactic: build for defense and don't fire until another nation retaliates against you. No one likes risking nukes, and so hopefully, like in effect today, things can be outlasted. And agreeing with James, the use of first nukes may cause a drop in overall approval, but it sure makes the point that one is ready, and one is willing to use the WMD's when push comes to shove.
In effect, Theodore Roosevelt's "big stick" (the U.S. Armed Forces) would become a big sword and eventually, a big light saber.
