Can you choose the founding city of a religion?

    I don't believe it matters what the religion is as long as there is one. If all your cities but one has a religion, that city will auto become the holy city.
    It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

      Well, gameplay must trump realism. And without the mechanics for ridding a city of a religion happiness penalties would really start to hurt.

        But there is a mechanic for removing a religion from cities. In one of the scenarios, I forget which, there's an Inquisitor unit that can do the job.
