I don't believe it matters what the religion is as long as there is one. If all your cities but one has a religion, that city will auto become the holy city.

I discovered all religions, except Hinduism, in one game... how come that doesnt lead to manic civil unrest (especially in the earlier stages of the game when there is not liberalism and such)? With the possible exceptions of "Golden Age" Islamic Empire (which is contentious) and the Mongols, religious pluralism never really flourished in the pre-modern world....www.neo-geo.comComment
