I like the Idea. I think it should be triggered by buying units or buildings with gold. Almost all of the world depressions are tied to over leveraging and creating too much debt. Corrections occur over time but unfortuantely we as as ocitey fall right back into the same pattern once a few generations are born.
So Id say that there would be a certain % chance of a financial crisis occuring for each 100 hammers you cash rush. It would build up over time but the rush effect would end after 20 turns (like unhappiness for hammer rushing) . So if you borrowed too much and/or were unlucky then you would face a financial crisis. Meaning.
1. Stock markets and Wall street become non functional
2. Banks have a 10% probability of being destroyed.
3. Market Places only give 50% of benefits.
4. Financial Crisis ends after 10 turns or pay for a bail out (2% of total hammers of all buildings, units, and wonders)
