    Yes, you gain the culture bonus and city defense values. Since they cannot bombard the defenses, they will usually just bypass it. That has been my experience.

    I often place "lookouts" in nuetral civ lands when at war, rarely fo the get attacked inside the cities, but almost always when they are spotted on a hill.

            Doesn't the gifting of units improve your relations with the AI?
            2 units during lategame is nothing. Should you gift a large number of units, then a small relation boost maybe would be in order. However, the bonus shuold be limited to +1 or +2. Otherwise it would be too easy to improve relations.

            Also, A.I should understand that the gifting away of units mostly is not something done out of generosity - thus should futher limit the possible relation gain.

                I disagree I've had several MP games in which a onetime ally was grateful enough for my assistance earlier that they came to my aid later on. It's just a matter of not relying on that gratitude
