Just to make that point clear, Europe starts VERY crowded, Rome, Paris, Madrid, London, Berlin, Athenes (and Moscow), for getting control of it, i had to take out the french and the german with a warrior rush, the spanish and the english with an axe rush and the greek with a pretorian rush. The map is to small, yes, but it's fun since it's a great change from what i play usually (10 civs on huge terra map).

Really, it's up to you. If you prefer to play a game with less handicaps (and don't kid yourself, there are handicaps on Noble too, just they're roughly equal for both sides), then play on Noble. If you want to play a game where you actually have a hard time winning, play on Emperor. It's all up to what's fun for you. My GF used to play Civ2 on Chieftain level, even though she'd win by a mile every time, just because she enjoyed the sandbox feel of it...

Moscow to Rome isn't going to break his bank. Especially since he's running 100% science at a surplus, and founding colonies in South America. That being said, there are legitimate reasons to give Moscow back to Catherine, but the one he gave made me think there was a game rule he might be missing. If he didn't know, I helped out. If he did, I was redundant.
Did you know that being a master means your vassals can't have tiles in your cities' BFC? Borders should be irrelevant if she capitulated. There's still revolt and "we long to rejoin our motherland" unhappiness issues, of course, but Moscow's territory would of been yours.
St. Petersbourg is not so far in and has revolts very frequently, in addition to that, she was still strong, so i prefered to have a "useful" vassal, rather then one who won't be able to do anything but defending himself.
Btw, Moscow wasn't that far from Roma... is there any possible way to make a map 10 times larger then "Huge" ?
I'd really enjoy to make a geographical correct world map where european countries would be about 4 to 5 citys large.

I'm not sure what it is, but the ai's cannot tech worth a damn. No matter what level I play it on, it doesnt seem to effect the actual difficulty, like perhaps it's stuck on noble. (on monarch paris was defended by a warrior, they start with archery on monarch, or are supposed to.)
I've tried that map a few times, and always end up with huge tech leads, whether I'm japan or rome.

AI's "strategy" only works for big empires, that's why this map is bad for the AI
I consider this a scenario to play for fun, with different handicaps for different civs.
You can play a level below your par if you choose a "difficult" civ
or one above your par if you choose an "easy" civ
I agree that with Romans this Scenario is too easy.
It's also easy with any European civs, for example as Louis you can destroy Berlin with your first warrior, build 5 warriors and conquer Rome, then move your warriors to Spain
and conquer Madrid, which is probably an Holy city.
Then you just need to found an additional city in Balkan area to block Greeks
and the game is won.
China is also very powerful in the long term, but due to the lack of pre-Calender happy resources, they start slow but grow a lot during middle ages: usually Qin is the best AI (with Cyrus) in this map.
I also won this game with Incas at Prince level, Epic speed, reaching Alpha Centauri
while other civs were involved in a World class world.
If you move your capital on the coast and beeline to Sailing, you can colonize all South America starting from the south, once you clear all Amazon Forest you can have a lot of cities with unbelievable production (2 site with 18-20 river tiles) when you reach Industrial Era. I think is doable also at Monarch.
Japan is trivial: set a city in Korea ASAP as a foothold and rush China BEFORE they can get Calendar and then play as China.
I think I will soon try Elizabeth.
By the way, I think the worst civ on this map is Mali.
I think it is a little unfair to criticize the Incan AI for not grabbing those resources. It is a tough gambit. With only Monty and Roose as trading partners and a higher probability of diversified religions (Every time I play this scenario there is a one world religion all throughout eurasia) Their UU is almost completely nulled as there is no cities to rush in the beginning. It is difficult to build up the infrastructure on Peru that could support Brazilian and Venezuelan colonies.
Not to mention that there are probably hordes of barbs waiting; liking their lips for a single archer defended settler
just won the scanario with Elizabeth at Monarch.
It was easy, you can't perform a warrior rush but you can beeline to Sailing,
attack Paris quite soon with 2-4 chariots,
then stay at peace with other European leaders while you colonize Ireland and Scandinavia.
After I set up 6 cities + Paris, I turtled up and focused on building a good economy,
while other nations fought each other (Europe was Buddist, Middle East was Indu).
Soon I became the tech leader, I won Lib Race, grab Nationalism, beeline to Steel,
then my army (muskets+cannons) started to conquer Europe. AIs hadn't gunpowder yet.
After Europe I soon vassalized Catherine, Saladin, Hatty, Mansa, Cirus and Asoka.
As soon as Buddist religion spreaded to new world, I won by Diplomation (with AP vote) in 1550.
