- worker management of tile improvements. Never leave this up to the AI... it's broken. (Excepts perhaps letting your workers do "trade networks" which means just roads and resources.)

Seriously, the AI is as stupid as at any level on noble, you are just handicaped by higher upkeep, longer research, less health or happyness. AI does not, I repeat, does NOT become smarter on higher difficulty levels. It's just "cheating". That's what actually makes me playing noble, where evryone is on the same level. I'd like to see an AI not placing a city by considering the 9 first tiles, but the whole 21 tiles, by considering fresh-water and riverside boni, by considering the citys just next to it, etc... etc... But somehow, the AI just don't get's it. (btw, it miracously knows where the late-game ressources are, without having the tech to see them, talk about fair play >.<)

So, everybody needs to play custom game with no human player (not even you), and set the game to autorun.
I suppose you could take bets as to which AI wins. That's about the extent of your enjoyment.

A game of chess with a computer is fair. A game of chess in which the human is allowed to increase the movement range of a piece through micromanagement that the computer has no skill in is not fair.
Face facts: there is such a thing as an essentially level playing field with an AI. Micromanaging the hell out of your cities is a rather unnecessary breach of this level playing field.

Really guys, it's a game. Games against an AI will never be fair either way. If you want a 100% fair game by the means you are talking about here, you need to play against your Siamese twin.

Heck, games between two humans aren't fair. That's why they have handicaps in golf or whatever. One human will have more play experience, skill, athletic prowess, be more comfortable playing in windy conditions, or simply have had some nookie from the spouse the night before and thus be in a better mood and more able to do well.
