Work boats won't change to fishing boats

You are right. It does show the tile being worked, but the tile still isn't in the BFC of Hastings. (Unless there is some mod in place) Interestingly, I cannot see another land tile in view that holds a city. The best chance would be something coastal on the southern edge of the screenshot. As for the special resource, there is a fish jumping through the rigging of the English workboat!

However, the marker that a citizen is working that tile brings back the Original Poster's question. Why wouldn't the workboat be able to fish the Fish?

Actually, the image for a fishing-boated-resource and the image for a being-worked-but-not-boated tile are very similar and easy to mistake - but that tile is definitely not being worked.

It's also possible that this is another case of 'worker-working-off-tile', ie the animation is going over to another tile. I'm not entirely sure on that one, I don't have Civ to look at to verify what those icons mean precisely.
