Looks to me like if you found a city in that area, the city itself can work the whale, but you can't ever get a workboat there to add a whaling boat.
You'd probably be allowed to build a Lighthouse (and all buildings requiring coastal cities) and build naval units.
However, subs are the only naval units you could build there that would do you any good.
