I wouldn;t underestimate Mali; you don't need a resource, you only need 2 relatively cheap techs, and skirms are pretty cheap as well. But I'd agree the Incans are a ***** to deal with, especially if they research archery early and get out 1 or 2 archers.; you basically have to get a resource hooked up early to deal with them.

That's sort of the Alpha Centauri style (unitbuilder), isn't it? Heck, an interesting mod would be:
Only one buildable ground mil unit (Warrior)
Ability to buy promotions by building a more expensive warrior (Warrior w/0 xp = 30h; Warrior w/5 xp = 50h; Warrior w/10xp = 100h; etc.)
Promotions along the lines of "Combat Strength" (CS1: 3str; CS2: 5str; CS3: 8str; CS4: 12str)<Reverend> IRC is just multiplayer notepad.

We start around 6pm GMT-6... that's 2am your time then I think?
Sometimes we have a second game a few hours later if the first one ends early, happening less often now but it's still a possibility every week. There's also occasionally a friday game a bit later, around 3 or 4am your time.<Reverend> IRC is just multiplayer notepad.

(assuming we get organized quickly) If the +2 is a 9 hour diff then yeah, 3 AM.It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. There's always a game (well, 99% of the time anyway, except on major holidays perhaps) at 12am GMT on Saturday night. It typically takes ~30m to get everyone together, but not always - try to be there by 12am GMT. It lasts ~5-6 hours usually depending on how polite Civ is...<Reverend> IRC is just multiplayer notepad.

If you explore along those lines, why not just have a single unit throughout the game and just give it different promotions to fulfill different needs? Looking at some of the Civ Fanatics conquest times: Most definately. Record time on Deity to win is before 3800 BC on Duel & before 3700 BC on Tiny. Granted, this is probably on Marathon and a Pangena type map.
Anyway for rushes, you need overwhelming numbers. The first few units you send will die but damage their units in the process allowing your follow up healthy units to win.
On other penalties, in addition to very slow healing in foreign lands you don't receive defensive bonsues there either and their forts won't work for you as well.
Defensive bonsuses are defensive only. You don't get them when attacking. And in addition the attack unfortifies the unit.
Hills though is only 25%. Forest is tougher (50%). And toughest is forest+hill at 75%.

That would invalidate approaching a target city through the hills & forests, or cutting your own adjacent to your city to prevent a haven for an attacker.
Or is this such old news that I have forgotten it in antiquity?

I don't quite know if this was a bad experiennce with the RNG, but playing as the Native Americans, I sent my Dog Soldier with CRII against a Barbarian city with two archers, and lost.
I am just wondering if I am doing my math right

3 + 1.5(50% city defense) + .75(25% hill defense) + 0 (0 culture) = 5(rounding down)
