In a related, although not very useful note, I guess you already know that in GlobalDefines.xml there is a variable, called GLOBAL_WARMING_TERRAIN, that you can use to set what is the terrain that is going to be used in case of GLOBAL_WARMING. Unfortunately, FALLOUT is a feature not a terrain type, so you can set it directly from here.

I have seen, but I am unable to find it, a thread where people set the terrain to COAST in order to simulate the rise of sea levels.
