I intentionally experimented with this in my current game and the unit has to have the City Attack >10 and the city has to have a wall for the tower to appear. So everyone was a little correct...

Look who's the clown. The tower graphics represents siege equipment which is used whenever a city has a wall. You won't get them simply because a unit has city attack. Maybe instead of shooting your mouth off all the time, you should make sure you know what you're talking about first.
