      Why doesn't it let me vote to initiate war every time I declare war on someone? As it stands now, it just feels completely random.
      Exactly. there is a reason to propose a resolution, but the game (not my play style) doesn't allow it. AP is broken..

        From reading Solver's review (which I enjoyed, by the way), I got the idea that Apostolic Palace resolutions have certain preconditions that have to be met before they can be proposed. Solver, if I'm right about that, I'm sure it would be appreciated if you would share your knowledge with us or point us to where to look. (My copy of BtS is still in the mail, so I can't check the manual or Civilopedia yet.)

            If that's true, the preconditions are broken. For instance, say you and 3 other civs are all Jewish, and one civ is a voting member, not a full member. Then you declare war on the heathen civ...the AP will not necessarily allow you to then vote on bringing in a holy war. I don't know why. Seems random.

              I think it would allow you to vote in the situation you describe. And I think it won't allow you to vote to declare war on a full member.

                        One should assume that, for example,
                        the precondition for "Open borders for all brothers 8and sisters) in faith" should be that there are voting members that don´t have their borders open. Or does it require that there are full members (instead of just voting members) that don´t have open borders?

                            I like the AP, won a religious victory in my third game. Very disappointed that it called it a diplo victory with the lame movie. I wanted a movie of all the leaders knelling and kissing my ring. I also have used it to keep my enimies from overwhelming wars against me. I plan on trying to get it every game.

                              I was reading an interesting post about someone attempting to conquer the civ that had the Apostolic Palace on route to a Domination Victory.

                              Two or three turns after conquering the first city of that civ, the game announced he lost because the resident of the Apostolic Palace had won a Diplomatic Victory.

                              This was because when the player conquered that first city, he ironically made it so that all civs finally had the palace's religion, which enabled the Diplomatic Victory resolution.

                                I built the AP but was not installed as the leader. I was on a continent (Huge Map) with 7 other Christian Nations. On the very first turn I went to war against another Christian Nation, the Native Americans, I was asked to stop the war. I defied the resolution and 3/4 my cities went into severe unhappiness (“The World Considers You a Villain”). I took 4 cities in the war before suing for peace. In far fewer than 20 turns (on Marathon Speed) between the resolutions, the AP voted on returning the cities I had taken one by one. The first time I was out voted and the city was handed back. Just like that. The second request I defied. Combined with the unhappiness from refusing to stop the war originally, my cities were unhappy to the point of not functioning (as an example, the Sistine Chapel went from being in 3 turns from completion to in 53 turns from completion).

                                For such an absolutely game changing wonder, I am reading surprisingly little discussion.
