The civs (leaders) aren't balanced? Which civs are overpowered? How to balance?
Ok fine.
Ours take about 3-5 hours and by then it's pretty easy to tell the winners and losers.
One game I lasted about 15 minutes.
It's almost as if all his overconfident, absolutist assertions were spoonfed to him by a trusted website or subreddit. Sheeple

Warlords itself also improved both of his old traights.
Organized now gives half price factories.
And agressives traight starting +10% has got to somewhat improve their chances of winning battles thus generating more great generals (indirectly)

In Vanilla Civ4, Expansive is a crap trait, so pretty much anyone with that as a trait wasn't as good. And I always thought Montezuma was particularly underpowered.
Balance issues are the reason why Industrious/Philosophical was not in the original game; it's the one trait combo (from the original traits) that was neither in the original nor the expansion.
Participating in my threads is mandatory. Those who do not do so will be forced, in their next game, to play a power directly between Catherine and Montezuma.
I think that civs are underpowered compared to your style of play as much as inately.
If you aren't a big user of specialists, then philosophical isn't as good a trait as it could be. If you are a builder, then aggressive isn't as good a trait as it could be. The reason Financial is overpowered is because it's the easiest one to use, but in certain gameplay styles not always the best.
If you are wanting a culture victory, playing philosophical and creative (Frederick originally, but no more) would be a great combo. Go for great artists through wonders or theatres and beef up your three cities cultures as quickly as possible.
