In CIV3 it was possible to have a city governor manage "mood" only... which is, it would leave the default choices for placement of citizens on resource squares, and allocate just enough entertainers/specialists to overcome a revolt, if possible.
In CIV4, I notice there is an automated citizen option that is on by default... except it doesn't seem to assign entertainers at need. Is there a way to make it do so, or am I forced to assign entertainers manually now?

Many people play slavery as a happiness-provider, instead of the opposite ... they 'whip' (rush production with population) on a regular basis intended to keep their city at the highest population it can afford without having an unhappy person in it.
