    Why do floodplains magically turn into desert when you build a city on them?

      Floodplain is a feature, a feature is like a layer on the base terrain type, other features include Forest, Jungle, Sea Ice and Oasis. The floodplain adds +3f and +1c (the +1c on rivers is not applied to features).
      A city, when founded, destroys the feature.

        I see. So is settling on a plains/hill the only way to get anything other than a 2-1-1 city tile (besides settling on a resource)?

            Settling on a resource means you can never exploit the resource, correct?

              No. It means you can never build the improvement. But you still get the resource when you research the technology which gives you the option to build the improvement.

                So if it turns out there's oil under a previously built city, I can't build a well, unless I blow away my city, but I still get the oil connected to my transport network?

                  Once you get combustion, yes.
