Floodplain is a feature, a feature is like a layer on the base terrain type, other features include Forest, Jungle, Sea Ice and Oasis. The floodplain adds +3f and +1c (the +1c on rivers is not applied to features).
A city, when founded, destroys the feature.

So if it turns out there's oil under a previously built city, I can't build a well, unless I blow away my city, but I still get the oil connected to my transport network?Originally posted by Thedrin
