"As the Americans learned so painfully in Earth's final century, free flow of information is the only safeguard against tyranny. The once chained people who's leaders at last looe their grip on information flow will soon burst with freedom and vitality, but the free nation gradually constricting its grip on public discourse has begun its rapid slide into despotism. Beware of he who would deny you access to information for in his heart he dreams himself your master."

The quote about Ozymandius is one of my favorites as well. I too looked up the poem where it's from

All the quotes are very good by the way. Some funny, some deep and insightful. Another one of my favorites which hasn't yet been mentioned:

"We will make electricity so cheap that only the rich will burn candles."
          - Thomas Edison

"A designer knows he has achieved perfection not when there is nothing left to add, but when there is nothing left to take away."
            - Antoine de Saint-Exupry
            My favourite.

"Victorious warriors win first and then go to war, while defeated warriors go to war first and then seek to win."
                - Sun-Tzu

Reminds me of a quote not in CivIV - "The more things change, the more they stay the same." - French proverb used by George Bernard Shaw in "Revolutionist's Handbook."
A thing either is what it appears to be; or it is not, but yet appears to be; or it is, but does not appear to be; or it is not, and does not appear to be.--Epictitus

While the quotes are almost all quite good, my favorite is:

"The bureaucracy is expanding to meet the needs of the expanding bureaucracy."

But that may have something to do with my line of work .

The quotes in SMAC where better than silly Civ4.
I'm not buying BtS until Firaxis impliments the "contiguous cultural border negates colony tax" concept.

That quote is really good but it strikes uncomfortably close to home for me as a resident of the USA.

Edit: To clarify, that isn't just a stab at our government (although they certainly have their moments), but "big business" and even most of the people ourselves seem to be in on it too, and that's what's scary to me.

The SMAC quotes were good too, but in a different way.

A personnal favourite that hasn't been mentioned yet:

"When I give food to the poor, they call me a saint. When I ask why the poor have no food, they call me a communist."
                                - Dom Helder Camara
Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?
Then why call him God? - Epicurus
