I liked the way you could disband units in a city for shields in previous civ games. They could change it slightly for CIV in that the hammers only count towards building units and the number would degrade over time if not used as with other queued builds in the game. I think half the hammers used to construct the obselete unit would be fair.

You all misunderstand the purpose of warriors.

They aren't their to defend the city, they are their to keep rioters off the streets. Have you never noticed that your citizens get unhappy if you move him out? And you can't use guns against rioters, except when you're running state property, perhaps.

In the Netherlands the anti-rioting department of the police force still carries clubs. Though admittedly they aren't made of wood, and they have those fancy kevlar-strenghtened helmets and shields. Still though ...

So maybe just change the appearance for the modern era. Or make the Police State Civic take care of preventing riots.

Some players get too caught up with the graphics. I don't see a Warrior unit in 1900 AD as a caveman with a club. I rather see it as an unorganized militia group, probably armed with self-made or otherwise primitive melee weapons.

After all, units are very broad generalizations for every civ. When I train medieval units as the Arabs or Turks, I'm not envisioning them as they are represented in the game (standard medieval Europe), I'm thinking of the sort of soldiers they would have actually had.

I don't think my 'warrior unit' consists of just 3 warriors anyway. I think of it as a legion of warriors.

Oh no, those are really warriors. (sort of) I don't know about elsewhwere, but here in the US we have Civil War re-enactments, the SCA doing medieval combat, and Rennaisance Fairs with all sorts of dressing up. One just draws from that pool of talented misfits and dresses them in simulated furs and molded plastic wood clubs, then sets them on patrol.

The amazing thing is that all my citizens fall for it. I keep that one unit in my innermost city and there is no rioting.

                  It works!

Maybe the Great General's military academy or West Point could slowly (very slowly) give units experience over time or upgrade them.

What about if upgrading would not cost any money at all but experience instead? ... say, a unit that upgrades will lose 10 exp but it won´t cost anything?

Units with less than 10 exp would have to pay in gold depending on how much they are short of exp.
                      GOWIEHOWIE! Uh...does that
                      even mean anything?

Units with more than 10 XP already lose experience.

Yes, they lose the experience to thin air. Which is annoying. I like the exp-to-gold idea.
