Just watching the Hornblower series on tv, and it gave me an idea... This was allready in C3C, mind. Anyways, boarding action has been an important part of naval warfare up until modern times, and would be a nice addition to Civ4. Perhaps a promotion, or perhaps enable all war-ships to carry a (particular) unit for boarding. (Excluding galleys.) There would be a chance to capture a defeated ship, and add it to you navy. Hmm, perhaps all ships should have the capture ability, but promotions would make it more certain... A capture counts as victory, of course, for exp purposes.

One other thing, fireships. Certain destruction for that ship, but a good chance at destroying, or atleast damaging greatly, enemy ships. Perhaps an order, available after... gunpowder.
I've allways wanted to play "Russ Meyer's Civilization"

i'm sure SMAC had a promotion like that, every naval battle you stood a chance of capturing an opponent

yep, I think it was the SMAC expansion actually.

This would be more practical during the pre steel ship days. As i don't think any ships have been captured since the steel navy came into being.

The last Royal Navy boarding party during war (and the last time they issued cutlasses in anger) was in 1940 to release prisoners from the Graf Spee's supply ship Altmark in Norwegian waters. (they did release the German ship afterwards because the action took place in neutral waters)

Ships were more often disabled than sunk right up to steel warships though. Unescorted transport ships should always probably be captured (and any units they are carrying destroyed except workers).

I think even modern ships are intentionally sunk rather than capture. I think I heard they may have intentionally sunk the bismark (though it was going down either way). I don't think there was any realistic chance of capturing it and salvaging it.

I'd actually go with something training related. It was superior training that kept the British Navy afloat during the Napoleonic wars. And I'd imagine, as the ships in civ are identical...

Naval Officer School, what were they called...
