It seems to work for me, at least moderately well.
I've used it in three OCC games, and in two of those I had iron, copper and horses near enough that I could reach them eventually through border expansion, and at least one metal that I could reach in the very early game (though in one of the two games, I would have had to wait untill legendary culture to reach horses - the game ended before that).
In one of the three games, I only had Iron, no copper or horses nearby, and as it turned out, no coal, oil or aluminum either. Had ivory though. This could plausibly be considered as a failure by the "balanced" setting. But without having a precise description of what the setting is supposed to do, it's pretty hard to make any definite judgement of whether it's working properly or not.
