I'd have rather seen the American UB be something available earlier, perhaps a Courthouse replacement called the City Hall. It reduces more maintenance, maybe adds a happiness when the civ uses Universal Suffrage.

And if Germany gets to be a civilization then so do the Americans.

If it's a Courthouse replacement, I'd rather it be called Town Hall [Meeting] or something like that - to represent the direct democracy used in towns in colonial America.
