I think Firaxis could of done better. It comes late in the game which makes almost usless plus America already has a late game special unit. I think America's UB should have benn some sort of factory. It was America's industrial backbone that saved the world in WWII. Mall's have only been part of America's culture for afew decades. America's Industry has been a major part of America for over one hundred years.USA! USA! USA! USA! USA! USA! USA! USA! USA! USA!

If it's going to be a later UB for America, I would suggest
Port Authority, replaces Drydock.
+1 Unhealth
New water units receive +4 experience points
Builds water units +50% faster
+25% Trade Route yield (+50% w/Airport)Comment
