No, I can build roads.
The only tech tree issue I've had is when I right-click to look something up in the civilopedia it selects it for research.
I have not checked this in Warlords yet. It was there in vanilla, gone in 1.5?, and back in 1.61, so there's no telling if it got fixed or not.
